- RFI - DRAFT STATEMENT OF WORK 1.0 BACKGROUND The Office of Community Oriented Policing Services (COPS), a centerpiece of the Violent Crime Control and Law Enforcement Act, was established in 1994 to assist law enforcement agencies in enhancing public safety through the implementation of community policing strategies. COPS has an evolving digital and social media function that requires integrated media monitoring to ensure relevant information and data are collected and shared both internally and externally. The COPS Executive Team identified a requirement for a media monitoring, insights collection, outreach and social listening platform. 2.0 SCOPE OF WORK The Contractor shall provide all materials, labor, tools, equipment and supervision necessary to accomplish tasks as outlined in this Statement of Work. Introduction: � Currently, the COPS Office public affairs and media function does not leverage a platform of any sort. Contract staff have been conducting media monitoring support for COPS Executive Staff for several years however the high-profile nature of the community policing and recent events have made it unmanageable going forward. Using simple google searches causes articles, press releases and social posts to be missed. Pay walls prevent access to media sources that require subscriptions and fees. COPS requires an integrated solution providing public relations services and social media monitoring and engagement as well as media publicity services. Description of Services: � The COPS Office requires an ability to obtain analytical data on how many people and organizations the media has reached, what they are saying about the COPS Office, and what they are doing with COPS Office content to stay informed and identify innovative ways to manage and engage with key stakeholders. A customizable media monitoring and analytics platform would enable: Multichannel media monitoring worldwide. Exclusive access to full-text, paywalled content from Dow Jones, The Wall Street Journal, Barron�s, MarketWatch, and The New York Times. Comprehensive performance measurement, accessible via custom dashboards and executive-ready reports. � Fully compliant contact data and up-to-date media profiles. Advanced, automated and AI-powered brand reputation monitoring. Mobile app to keep leadership team informed on the go. Dynamic data to compare performance over time and understand media campaign engagement and effectiveness. Comprehensive monitoring of domain authority to see how many people and organizations COPS is actually reaching. Holistic view of all data sources available, never missing a mention of the COPS Office or topics of interest on news and social media sites and other digital channels. Timely stakeholder analysis to determine how the COPS Office doing among stakeholder groups and uncover opportunities to engage more effectively. Interactive reporting with dashboards highlighting the COPS Office�s most important metrics and KPIs to quickly download or share with relevant stakeholders internally and externally.
