Description
The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for construction activities associated with Phase I of the BRAT Base Retardant System CCA / Design project. The work for the project consists of completing the construction of site features to include curb and gutter, sidewalks and slabs, concrete pavement, drainage system, site utilities, site demotions, and other site elements. Additionally, the work consists of the complete construction of the new site elements and structures, layout and installation of systems and equipment, electrical and grounding, water system, plumbing and waste piping, site demolition, and other required elements. The project work is located on at the Billings Retardant Air Tanker (BRAT) Base facility at the Logan International Airport in Billings, Montana in Yellowstone County. On February 1, 2024, BLM issued Solicitation Number 140L3624R0004 via https://sam.gov/content/opportunities. The principal components of the work to be performed include, but are not limited to: * BASE SCHEDULE * Mobilization * Site Work and Demolition * Concrete Work * Water Meter Vault Cover Replacement * Site Clearing and Grubbing, Excavation, and Preparation * Structural Fill * Site Utilities * Trench Drain * Drainage Ditch Extension * Pavements * OPTION SCHEDULE (Quantity Surveys) * Contaminated Soil Cleanup * Contaminated Waste/Wash Water Cleanup * Rock Removal Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM issued an Request for Proposal (RFP) on February 1, 2024. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM issued the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237110 and the associated Small Business Size Standard is $45.0 Million. Amendment Number 0001 was issued on February 21, 2024. Amendment Number 0002 was issued on February 28, 2024. The Government strongly urges offerors to inspect the sites to gain a better understanding of the work requirements and to satisfy themselves regarding all general and local conditions that may affect the cost of performance. In no event shall failure to inspect the site constitute grounds for a claim after award. An SECOND organized site visit has been scheduled for Thursday, February 22, 2024, at 10:00 am local time. Page 2 of Amendment Number 0001 has the detailed information for the SECOND site visit. A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Proposals are due on March 4, 2024, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the solicitation. Electronic proposals will be subject to the same rules as paper proposals. The Government anticipates award of this procurement on or around March 22, 2024. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 340 calendar days. The Government will require coordination of onsite work and the current fire season. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
