- BIG BEND ROADS MAINENANCE AND REPAIR IDIQ On or about 28 February 2024, this office will issue Invitation for Bids (IFB) for Big Bend Roads Maintenance & Repair IDIQ. The solicitation will close on or about 2 April 2024. This solicitation is restricted to SMALL BUSINESSES ONLY. Site Visit: Site visit information if applicable will be issued with the solicitation. Project Description: The Road Maintenance and repair project is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract focused on the ongoing road maintenance around the Big Bend Dam. Operating under a five-year timeline, the initiative aims to employ advanced civil engineering techniques that adhere to relevant ASTM, AASHTO, SD DOT, ACI, and NCHRP guidelines. The scope encompasses a wide array of maintenance activities such as earthworks, hot mix asphalt paving, surface treatments, pavement markings, and installation of safety features like crash barriers. Through a phased approach, the project will ensure optimal road conditions, enhancing both the safety and longevity of the infrastructure network adjacent to the dam. The scope of work for this Construction IDIQ encompasses a series of activities aimed at the comprehensive development, upgrade, and maintenance of infrastructure assets. Utilizing a timeline of five years, the project will integrate engineering methodologies, conforming to prevailing ASTM, AASHTO, ACI, SD DOT and NCHRP standards. These will cover a spectrum of works including but not limited to earthworks, aggregate layering, concrete and asphalt pavement installations, surface treatments, and safety implementations. Period of Performance:� IDIQ will have a 5-year ordering period. NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 237310, Highway, Street, and Bridge Construction, with a size standard for Small Business of $45M. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 237310 is included in their profile prior to submission of bid. Estimated Construction Costs (only include if applicable): The estimated construction cost of the resulting task orders may be between $2,000 to $1,900,000. Place of Performance: The resulting task orders will be for work around Big Bend Dam near Chamberlain, SD.� Obtaining Solicitation Documents: Solicitation documents will be posted to the web via SAM.gov (https://sam.gov).
