- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This is neither a solicitation announcement nor a request for proposal or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise and experience to compete for this acquisition. IMPORTANT INFORMATION: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is NAICS: 541620 Environmental Consulting Services PSC: H346 Inspection - Water Purification and Sewage and Sewage Treatment Equipment Responses to this notice shall include the following: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) UEI number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, Women-Owned Small Business, etc. should be included. SDVOSB/VOSB status will be verified using SAM.gov. (i)Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. The Veterans Health Administration (VHA) has a requirement for Albuquerque, NM, Prescott, AZ, Phoenix, AZ, Tucson, AZ, Loma Linda, CA, Long Beach, CA, Westwood, CA, North Hills, CA, Los Angeles, CA, and San Diego, CA VA Healthcare System. Responses to this Sources Sought Notice will be used for market research purposes. ** Participation may be expanded upon to include facilities within VISN 22 that may benefit from this service. GENERAL REQUIREMENTS: Consolidated Water Utilities Management (CWUM) Services by conducting CWUM Sustainability Services: CWUM Sustainability Services for VISN 22 Consolidated Water Utilities Management Plan Audit: The Contractor (KTR) shall review the existing Facility CWUM Plan to determine if any compliance gaps exist for that facility and provide recommendations to revise for a defensible Facility CWUM Program. Remote Monitoring: The KTR shall provide water systems remote monitoring devices [where possible] (via continuous cellular data connection) for the following equipment in accordance with the Specifications: All listed Backflow Devices (BFDs) identified at each facility All SPS Critical and Utility Water filtration and treatment systems All Boiler Plant and Chiller Plant makeup water systems All Facility buildings All Facility-identified and requested water sub-systems Validation Sampling and Testing, Equipment Servicing: CWUM Validation Sampling and Testing The KTR shall provide validation sampling and testing in accordance with the Specifications to include the following: Legionella Total Bacteria (for cooling towers and other systems) Sterile Processing Services (SPS) Dental Dialysis Other Waterborne Pathogens CWUM Equipment Maintenance/Servicing The KTR shall provide maintenance services to ensure proper operation and calibration of the following, in accordance with Specifications: All listed BFDs for each facility All listed remote monitoring flow meters for each Facility All remote monitoring devices providing data for all water systems on the facility All SPS Critical and Utility Water filtration and pumping systems at each Facility All Dental Water filtration and pumping systems at each Facility All Dialysis Water filtration and pumping systems at each Facility Continuous Water Monitoring and Web-based Data Management: Web-based Data Management System The contractor shall provide a web-based data management system in accordance with the Specifications to collect, analyze, and store data. It will store CWUM documents, verification activities, corrective actions, and validation test results. The Contractor (KTR) shall provide all necessary labor, materials, and equipment necessary to provide Consolidated Water Utilities Management (CWUM) Services by conducting CWUM Sustainability Services, Validation Sampling and Testing, Equipment Servicing, Continuous Water Monitoring, and Web-based Data Management at VISN 22 VA facilities. NOTICE TO POTENTIAL VENDORS: All vendors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, Veteran-owned companies conducting business as Service Disabled and/or Veteran-Owned Small Businesses are required to register in the SBA.gov online database to be considered for contract award. This database is used to promote and market Veteran Owned Small Businesses (VOSBs) and Service-Disabled Veteran Owned Businesses (SDVOSBs). The Contractor can register online at Veteran Small Business Certification (sba.gov) or call SBA Vet Cert Support at 800-862-8088. All interested vendors should submit information by e-mail to Marc.Torres@va.gov. All information submissions shall be received no later than 10:00 am Pacific Time on Friday, March 08, 2024. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
