- PHASE 1 - Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build Construction Services for the Design-Build construction of the New Embassy Compound Bangui, Central African Republic. The Project is described below.� OBO seeks to commission our nation�s top constructors to produce facilities of outstanding quality and value.� � This project is available for full and open competition. 1.�� Project Description (Secret Facility and Personnel Security Clearance Required) 19AQMM24R0022: New Embassy Compound Bangui, Central African Republic The United States Government (USG), Department of State (DOS), Bureau of Overseas Building Operations (OBO) requires Design/Build services that include design and construction execution services for a New Embassy Compound (NEC) in Bangui, Central African Republic 19AQMM24R0022. The NEC project includes the design/build construction of the following: � New Office Building � Three Campus Access Control buildings- Main (MCAC), Consular (CCAC), and Service (SCAC) � Support Annex (SPX) with shops, vehicle maintenance, and warehouse � Marine Security Guard Residence (MSGR) � Staff Housing including DCM, CMR, and WPS � Parking (PKG) � Recreation Facility (REC) � Helicopter Landing Zone (HLZ) � Utility Building (UTL) The New Embassy Campus (NEC) in Bangui, Central African Republic shall accommodate program requirements identified in the Space Requirements Program (SRP), including 119 desks and a chancery of 9,089 GSM. The total facility area for the entire project is estimated at 33,432 GSM. The existing US Embassy and other facilities will remain in operation during the Design/Build construction project. Property Site: The NEC site includes 14-acre parcel known as the �Independence� Property. The Independence parcel is a rectangular shaped semi-developed, with various structures and utilities that need to be demolished and/or relocated to accommodate new development. The site fronts a major north-south thoroughfare along one of only three existing paved roads in Bangui and on the most prominent commercial corridor in the city. The NEC site sits close to the CAR National Assembly, the international financial center, Bangui�s sole high-end hotel and municipal office buildings. Contractor will coordinate with landlord, building management, adjacent tenants, and local utility providers for any utility disruptions and for work outside the USG lease limits. This is a Design-Build contract.� The awarded contractor shall be provided with bridging documents that the contractor shall develop to 100% final design.� ����������� Approximate construction cost:� $510 - $590 million NOTE: To demonstrate performance of similar construction work for Omnibus Diplomatic Security and Antiterrorism Act of 1986 purposes, the offeror needs to provide information demonstrating that it has successfully completed in the United States or at a U.S. diplomatic or consular mission a construction contract or subcontract involving work of the same general type and complexity as the solicited project and having a contract or subcontract value of at least $ 331,500,000.00.� For complete information please see the attached notice.�
