Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511, intends to award a firm-fixed price type contract using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12, FAR Part 15, and FAR subpart 19.8. A sources sought notice associated with this synopsis was posted on 14 November 2023 to identify interested sources and to obtain feedback on the draft Performance Work Statement. As a result from the information obtained from responses to the sources sought notice, this requirement will be solicited via sam.gov as a competitive 8(a) small business set-aside under the SBA 8(a) program. The North American Industry Classification System (NAICS) code for this acquisition is 541512, Computer Systems Design Center, with a size standard of $34M. The Federal Supply Classification is DE10, IT and Telecom. The anticipated performance location is at the Navy Warfare Development Center, Norfolk, VA at a Government facility/site. The Navy Warfare Development Center (NAVWARDEVCEN) is seeking contractor support for helpdesk, application, database web development and maintenance support. The Contractor will be responsible for the development, maintenance, and enhancement of databases, conducting data architecture to support Knowledge Management (KM), creating web portals, conducting Research, Development, Test and Evaluation (RDT&E), Systems Analysis, supporting NAVWARDEVCEN�s Communications Security Material Systems (CMS) account, Software Development Team Management at the NAVWARDEVCEN and will perform routine customer support of IT systems and applications. The objective of this requirement is to procure web, database support, to develop turnkey solutions and maintain the NAVWARDEVCEN databases, portals and web sites, and maintain compliance with Department of Defense (DoD) Information Assurance (IA) Workforce guidance. As well as supporting ancillary services and equipment and provide modernization support, research, software development, test and evaluation, systems analysis to support required data analytics, R&D for Data Optimization to modernize legacy systems. The anticipated contract will include a twelve (12) month base period, and (4) four � 12 month option periods, exercised at the option of the Government. Included in the period of performance is the Government�s option to extend the required services by six (6) months in accordance with FAR 52.217-8. The period of performance is projected to start on 01 July 2024 through 31 December 2029, including FAR 52.217-8. The solicitation is expected to be available around 20 March 2024. Dates in this notice are projected and may change without modifying this notice. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be in electronic form.� THE SOLICITATION IS NOT YET AVAILABLE.� Once available, the solicitation will be posted to this site, System for Award Management (SAM), sam.gov. All responsible sources may submit a proposal that will be considered by the government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.� Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
