Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) modification to the Phase 0C Contract (N00019-23-F-2501) in support of MQ-4C Triton Program Requirements. The anticipated modification is for the procurement of additional scope under CLIN 0001 on a sole source basis to Northrop Grumman Systems Corporation (NGSC), San Diego, CA. Additional scope being procured will provide continued support for advanced prototype design and development risk reduction for the Triton Sense and Avoid (SAA) design requirements in advance of the SAA System Engineering Change Proposal (ECP) Contract. The scope of this modification will include a subsystem level Critical Design Review (CDR).� The Contract award is anticipated for the first quarter of fiscal year 2025 and the anticipated period of performance will be for 18 months. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C Triton UAS required to perform the necessary efforts within the required timeframes and without substantial duplication of costs. No �other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government�s requirements. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, �Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements� for the proposed actions. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
