- RFI s - 36C25624R0025 - Richmond/Rosenberg, TX VA CBOC March 5, 2024 RLP Section 3.06.S and 3.06.T refer to LEED, but Section 3.10 refers to Green Globes. L100 Section 3.49 refers to LEED but 4.05.L refers to Green Globes. Which rating system is required for this project? Answer: Green Globes is required for this project. Strike any reference to LEED. Does a CFP exist for this CBOC? Answer: Yes. See Attachment 1. This conceptual floor plan is from a 27,600 SF (approx.) CBOC and is intended as a representative guide for the Richmond CBOC lease. It is not intended to be the definitive floor plan. For specific room requirements, see the VA Leased CBOC Design Narrative and Room Data Matrix found at: https://www.cfm.va.gov/til/leasing.asp. These two documents are general requirements for VA CBOC s and are to be utilized as a guide for individual rooms/spaces as needed. The RLP calls for 150 parking spaces, which seems low for a facility of this size. Is this number correct? Answer: 150 Parking spaces is the minimum amount required. The RLP has 42,882 RSF, 31,765 ABOA and the PFD totals 31,666 SF without any multipliers applied for circulation or wall thickness. Wall thickness can typically be 5-6% of a plan (especially a plan as compartmentalized as a CBOC). Are these numbers correct? Answer: The RSF and ABOA square footage numbers above are the maximum square footage amounts approved by GSA for this lease. It is incumbent upon the Offeror to provide a design concept that maximizes the Government s needs and conform to the PACT design model. While the space plan (PFD) included in the solicitation package lists rooms/spaces totaling 31,666 SF, the Offeror is to design a floor plan that meets the Governments needs, which may result in the DID s not including every room/space listed in the space plan. Section 3.08 of the Lease states the Offeror shall provide full DID drawings prior to award. Will this be required with our response? Answer: DID s are not required for initial proposals. The lease contracting officer (LCO) will notify each Offeror of their inclusion or exclusion into the competitive range (CR). Those Offerors included in the CR will then attend a DID workshop with the Government. Once DID workshops are complete, Offerors will be notified by the Government and have 30 days to produce DID s and obtain TI pricing (using the TICS table contained in the solicitation documentation), which will then be submitted with final proposal revisions (FPR s). Does VA have a conceptual floor plan that can be shared with offerors to support preparation of proposals? Answer: Yes. See item 2 above. The [following] sections are in conflict in the RLP for Richmond/Rosenberg, TX. We really don t have the time to do DID s to price per below. Should we just guess at a TI Rate and assume the RLP also indicates the DID done after submission and before award will replace your initial offer TI price? Should we ask for a TI rate to include to be fair or go in with a low number to win and count on increasing per section 3.08? Looks like they want a TICS form completed without them doing a layout plan, they included a space plan. They do not give a TICS allowance. Answer: Do not just guess at a TI Rate . Per item #9 below, an additional 30 days is given for completion of DID s. DID workshops will be held with each Offeror included in the CR prior to requests for final FPR s. These workshops will be scheduled as soon as possible after receipt of initial offers and establishment of the CR. This will allow Offerors to propose TI pricing along with DID s when submitting their FPR. No TICS allowance is given because this is a turnkey lease, with DID s and TI pricing required prior to award. On Past Projects with language similar to this, we have been directed with Initial Offer to submit our building design/layout showing the available ABOA Layout and provide Shell Pricing (No TI Pricing). Is this the same for this project? If we make the next round, will the VA give us time to submit DID s, they review and approve the DID s, then we are given time to price the DID s and prepare a TICS Form? Answer: Yes. With initial offers, Offerors must include a basic design concept floor plan that shows the space layout and room sizes, along with shell pricing. Offerors must also include a basic site plan showing ingress/egress and parking. After initial offers, those offers that are included in the CR will attend the DID workshop, then submit the DID s and TI pricing (using the TICS table) as part of their FPR. Regarding paragraph 3.08 A, the government reserves the right to pay for TI s as one lump sum upon space acceptance and receipt of the Certificate of Occupancy (or equivalent). Will the VA consider a 2-week extension to the project due date (4/1/2024 to 4/15/2024) given our RFIs? Answer: Yes. With this solicitation amendment, the proposal due date is moved to 12:00 PM (local), April 15, 2024.
