Description
The Regional Contracting Office-Bavaria is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Drone Resupply. The result of this market research will help us determine if a consolidated contract of our current custodial contracts is a viable option. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334511. Drone Resupply requirements include but are not limited to: capability to provide drone support to conduct resupply in mountainous terrain in altitudes that range from roughly 3,000 to 6,000 feet (900 meters to 1,850 meters) over 5km of terrain in Armenia. Specifications are listed below: (1) Able to lift up to 150 lbs (68kg) to include small targets, medical supplies, food, water, and bullets (non-explosive) metal jacket packaged in a provided box or container. (2) Travel up to 2 km across mountainous terrain from the operator, where the drone is not within line of sight of the operator. (3) Be able to provide enroute location of the drone to the operator. (4) Be able to take off and land accurately within a 7 m x 7 m square area. (5) Be able to fly in winds up to 40km/hr, and temperatures that range between 5-35 degrees Celsius. (6) Be able to fly continuously between locations for at least 25 minutes per 1 hour period.�� (7) Vendor will provide operators / technical experts to fly the drone, provide maintenance, and spare parts as required to maintain operations up to 16 hours a day for 8 continuous days.� This includes all travel, lodging, and meals for operators. (8) Be able to operate during daylight and periods of darkness. (9) Vendor must be based in a NATO country and is not Turkiye. (10) Equipment must be sourced and produced with in NATO and does not include Chinese components. Must adhere to American Security Drone Act of 2023. (11) Vendor must be familiar with U.S. military operations and previous history working with the U.S. military is favorable. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the capacity to perform these services, please respond no later than 22 March 2024, 1000 CET. If your organization has the potential capacity to perform these services and has the required equipment, please provide the following information: 1) Organization name, full name of Point of Contact (POC), address, email address of POC, Web site address, telephone number, and size and type of ownership of the organization; 2) Tangible (written) proof that your firm is registered with SAM.GOV and can do business in the country of Armenia on Day 1 of the contract. An in-depth capabilities statement in not necessary we are only looking for the following questions to be answered. Please answer the following questions: 1.� Does your company have drones that meet ALL of the above drone specifications and can they be operated in Armenia? 2.� Provide an estimated price in accordance with the attached excel.
