- The 319 CONS is conducting market research only and seeking sources for companies�to provide the following:�maintenance, testing, troubleshooting, parts ordering, installation, repair of existing Giant Voice (GV), outdoor Mass Notification Systems (MNS)�in operation at Grand Forks Air Force Base, North Dakota in accordance with all applicable laws, regulations, commercial practices, and manufacturer�s specifications as described in the attached Sources Sought with the DRAFT Performance Work Statement (PWS).
