Description
1.� The Government is seeking Korean-owned businesses with the capabilities and experience related to efforts necessary to manage and execute the Government�s planned project to provide unaccompanied housing facility master plan and condition data update at co-Located operating bases at locations Daegu, Gwang Ju, Suwon, Gimhae and Choeng Ju), Kunsan AB, and Osan AB.� Note that if U.S. companies plan to partner with Korean businesses, to fulfill the intent of the current status of forces agreement, they must do so as a joint venture. The Government intends to award a Firm Fixed Price task order to the most highly qualified A&E firm for the Other A-E Services project at Osan AB, Korea in IAW the Statement of Work (SOW) dated 22 Febriaru 2024. � Interested firms must provide a response with the following information:� � a. CAPACITY Provide a narrative that demonstrates that you have both adequate capacity to perform the work in this Task Order and interest in being considered in this evaluation. � b. KNOWLEDGE OF LOCALITY Provide narrative demonstration of adequate knowledge of locality at the project location.� Such demonstration may include listing of relevant and recent (concluded within the last 5 years) projects performed within that locality and/or a narrative description demonstrating knowledge of the unique requirements at that locality. � �c. PROFESSIONAL QUALIFICATIONS - TEAM COMPOSITION: Provide a teaming plan to describe the team composition that would be proposed if selected for this task order, identifying all participating firms (i.e., prime contractor, JV partner(s), teaming partners, or subcontractors).� For each participating firm, describe how that firm will be resourced to support the requirement, including the discipline of architectural-engineering design services or other traditional A-E services to be performed. The Government may request further demonstration of professional qualifications, to include a staffing plan or other demonstration of professional qualifications of the team that would be resourced for this task order. 2.� SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENENCE For the purposes of this evaluation, the Government will evaluate specialized experience and technical competence based on the offeror�s demonstration of recent and relevant projects. Recent will be considered completed within the last five (5) years.� Relevant projects will demonstrate similar complexity and scope to this requirement, including performance of Other A-E Services that: � �a. Provide A-E services in support of infrastructure and installation planning and programming activities. Activities must support and be directly related to or associated with real property activities. � �b. Generate builder scores (FCI, BCI) and major system scores for all unaccompanied permanent party and technical training dormitories and support facilities at 10 OCONUS and 23 CONUS installations in the Air Force inventory. The builder scores shall include system level data for the following building systems: A10 Foundations; A20 Basement Construction; B10 Superstructure; B20 Exterior Enclosures; B30 Roofing; C10 Interior Construction; C20 ; Stairs; C30 Interior Finishes; ; D10 Conveyances; D20 Plumbing; D30 HVAC; D40 Fire Protection; D50 Electrical. � �c. Builder data and scores will be generated by conducting and inputting builder assessments and migrating assessment data into builder. The most current and available assessment data shall be utilized to generate building scores. � �d. Develop current and projected BUILDER Building Condition Index (BCI) and Facility Condition Index (FCI) for each dormitory facility by installation for inclusion in the DMPs. The DMPs shall identify all the system scores that generate the BCI and FCI. � �e. Ensure the most current facility condition data is available in BUILDER as well as utilize BUILDER scores to complete the DMPs. The draft DMPs shall include an executive summary, Bullet Background Paper (BBP) and web portal data for review. The executive summary/BBP shall include the following: � �f. Condition assessment charts shall include unit type, number of bedrooms and bathrooms, grade assignment, year built, last renovated, Facility Condition Index (FCI) score. � �g. Bedroom requirements data from latest Integrated Manpower Requirements Document and assigned disparity. � �h. Divestiture plan (if applicable) � �i. Prioritized list of major projects (recapitalization) and MILCON � �j. BCI scores, projects on the IPL including estimated cost and priority � �k. Draft DMP should include the Contractor�s recommendation for investment for each installation covered under the scope of the task order. The investment recommendation should be based on facility condition, AFI standards, and best value with respect to reconfigurations and improving facilities to current standards. PACES costs are to be developed as investment strategies are evaluated to assist in determining the best investment strategy for the Air Force. � �l. During the government review of the draft DMPs, the contractor shall schedule and participate in an on-board review call with each installation to discuss the draft DMP and clarify/resolve issues and concerns prior to continuing onto an installation pre-final DMP. � �m. The pre-final submittal shall incorporate all applicable review comments discussed during the conference call or on-board review. � �n. A final submittal shall be developed and published upon final acceptance of the pre-final submittal. The final report also requires Wing Commander notification prior to publication. � �o. Provide services such as field surveys, utility location and interior and exterior concept studies. Perform field investigations and research necessary to ascertain all existing conditions affecting the condition of facility systems and components. After the required information and other support data have been obtained, submit a Technical Field Investigation and Survey Report for record purposes and for use in managing and updating UH data. � �p. Perform site visits to 13 selected OCONUS Air Force bases consisting of 4,250,000 sq ft and averaging 326,000sqft. Purpose of the site visit is to provide technical support on the UH unit condition and to assist in the programming of future projects. � �q. Update BUILDER based on the reassessment data and on any projects or work that has been accomplished. Contractor shall evaluate room sizes/quantity in each dormitory and compare/contrast with real property records. Contractor will ensure the dormitory quantity and configuration are up to date in Real property records. Contractor shall provide a written report of work and data updates that were accomplished during the site visit. � �r. Obtain maintenance, repair, and/or project data that has been accomplished since the last FY18-24 Dormitory Master Plan was updated. Data shall be obtained through a data call to all 13 installations. Updates shall include but not limited to update of facility BCIs, FCIs, SCIs, facility numbers, facility SF, etc. � �s. Realign projects to current and future fiscal years based on whether projects were executed as planned or have been reprogram to future fiscal years. � �t. Review and update all UH BUILDER facility condition data as needed. � �u. Develop business rules for data input, migration, and data management (i.e.. when project is completed, how data base is updated). Provide a copy of the business rules. � �v. Provide analysis on cost and scope to meet OSD dormitory condition goals and determine impacts on a 5, 10, 15, and 20% potential funding cuts (AF COL 3.� RELEVANT EXPERIENCE/PAST PERFORMANCE The Government will review the relevant information using Contractor Performance Assessment Reporting System (CPARS)/ Past Performance Information Retrieval�(PPIRS). 4.� Korean-owned businesses shall indicate their interest in competing for this requirement through submission of the sources sought notice response (required) SAVED AS PDF FORMAT FILE.� Deliver via email no later than 2:00pm (Central Standard Time),� 15 March 2024.� For files larger than 3MB, please send an email to the Contract Specialists, Louwanna Wright, requesting a DoD Safe drop-off at least 1 business day prior to the suspense due date, in response to this notice.
