Description
The U.S. Army Corps of Engineers (USACE), Task Force Virgin Islands Puerto Rico (TF VIPR), intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract. Work associated with the requirement consists of construction of an approximately 244 meters long riprap channel to protect the foundations of the impacted bridges from scour associated with reestablishing flow through the Ca�o Martin Pe�a (to be completed as part of a later contract). The channel bottom and side slopes are to be constructed of riprap. The transition to the wall-stabilized channel to the east (to be constructed as part of a later contract) requires construction of a wall embedment into the riprap slope. Scour cutoff walls are required at the eastern and western ends of this project in order to prevent sedimentation of the riprap channel. Prior to placement of riprap, the channel will be excavated to remove sediment and debris. This work also includes, but is not limited to, clearing and grubbing, temporary construction crossings, material disposal areas, temporary traffic controls, demolition of abandoned structures, surface and ground water control, and all incidental related work. All work impacting public roads, and restricting public traffic is to comply with Puerto Rico Highway and Transportation Authority (PRHTA) Standard Specifications. Las Piedritas Site can be used as a staging area to place temporarily the excavated material. The tentative date for issuing the Invitation for Bid (IFB) is on or about March 29, 2024, and bids will be due on or about June 25, 2024. Actual dates and times will be identified in the solicitation. A pre-bid conference/site visit will take place and the date will be posted with the solicitation. Interested contractors are highly encouraged to attend and must follow conference registration and access requirements shown in the solicitation. The period of performance associated with this requirement is 730 calendar days after receipt of Notice to Proceed (NTP).� NAICS Code: 237990, Other Heavy and Civil Construction Small Business Size Standard: $45,000,000 Magnitude of Construction: $25,000,000 - $100,000,000. NOTE: THIS IS A TOTAL SMALL BUSINESS SET-ASIDE; ONLY SMALL BUSINESS CONCERNS ARE ELIGIBLE TO PARTICIPATE. The solicitation will be issued in electronic format only and will be posted on the System for Award Management (SAM) website located at SAM.GOV.� In order to receive notification of any amendments to the forthcoming solicitation, interested vendors must register as an interested vendor on the SAM website cited above.� If you are not registered, the Government is not responsible for providing you with notification of any changes to the solicitation.� Additional, be advised that your firm must be registered in SAM in order to be eligible to receive an award from this solicitation.� For additional information, please call 866-606-8220 or visit the SAM website at https://www.sam.gov/. Amendments, if/when issued, will be posted to www.sam.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the bidder�s responsibility to check the website periodically for any amendments to the solicitation. Due to various reasons websites are occasionally inaccessible; the Government is not responsible for any loss of Internet connectivity or for bidders� inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing via ProjNet. Instructions on how to access ProjNet will be included in the solicitation. All answers will be provided in writing via ProjNet and posting to the SAM.gov website. The only authorized transmission method for a bid in response to this solicitation is electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. The bids must be received by the Government by the date/time specified in the solicitation.
