Description
This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of Intent to Sole Source a contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. The implementation of this contract action is essential to continuing critical Advisory and Assistance Support tasks currently provided in support of all Strategic Integration (SI) Directorate Program areas while source selection continues to openly compete this requirement. The proposed ""bridge"" contract is critical to keep operations running in the fluid SI environment. The Defense Threat Reduction Agency�s (DTRA) mission is to enable the Department of Defense (DoD), the U.S. Government and our international partners to counter and deter Weapons of Mass Destruction (CWMD) and emerging technological threats. As a Combat Support Agency, DTRA�s expertise and global perspective uniquely postures us to provide rapid solutions to Combatant Command (CCMD) mission requirements; ensuring our programs, expertise, and capabilities align to the warfighter needs. DTRA�s analysts, planners, scientists, and program managers work with the interagency to anticipate, illuminate, and proactively mitigate WMD and emerging technology threats using our wide range of capabilities. DTRA�s Strategic Integration Directorate (SI) shapes DTRA�s response to the challenges and priorities set forth in the National Defense Strategy, focusing the Agency�s operations, activities, and investments (OAIs) in a manner that maximizes their cumulative effect in support of our warfighting customers. �To accomplish this, full spectrum CWMD support, DTRA requires a flexible, timely and responsive subject matter expert (SME) internal work force; combined with �highly specialized contracted support to accomplish the CWMD mission. Contracted support is provided in the form of highly trained and educated contracted staff that lend Advisory and Assistance Services (A&AS) Support for all branches of the SI organization.� The A&AS support requirements for these efforts fall into these areas as summarized below, this is not a complete list: Strategic planning and strategy management for development and execution of the Agency�s vision, mission goals, and objectives. Operational-level planning for development and support of joint CWMD mission strategy, plans, policy and doctrine. Scientific, technical, analytical, advocacy support to enhance CWMD capabilities and support to the Planning, Programming, Budget, and Execution (PPBE) process. Technical, scientific, operational and policy-related advice and administrative support to CWMD groups, committees, organizations, and Inter-Agency co-ordination functions. Agency-wide strategic planning, strategy management and implementation, performance management and measurement analysis, operations research analysis, policy integration, and organizational assessment support. Regional engagement, coordination, analytical, operational, and technical support. Conduct of countering WMD mission planning, exercises, and operations, actions, and initiatives (OAIs). Conduct of government-hosted unclassified and classified meetings, conferences, symposiums, and exercises. Subject matter scientific and technical expertise to support, conduct, and coordinate CWMD studies, special projects, opportunity analysis and activities. Program management, task order management, and administrative support. DTRA�s contracting activity intends to issue a not-to-exceed 12-month Cost Plus Fixed fee (CPFF) sole source contract to Amentum Services, LLC (incumbent). The objective of this urgent, short-term requirement is to continue providing fully integrated subject matter expertise with advisory and assistance support services to the SI Directorate in support of DTRA�s mission.� The requirement is needed for up to 1 year, while DTRA recompetes this requirement for long-term application.� This notice satisfies the Pre-Solicittion requirement described in FAR 5.204.� Since the award will be sole-sourced to the incumbent contractor, the solicitation will not be made publicly available. Interested parties have 10 days from the date of publication of this Notice to submit in writing (using the email address below) clear and convincing evidence of their qualifications and/or capabilities to provide the exact same service, with no loss of productivity. Such qualifications and/or capabilities will be used for the purpose of determining whether or not to conduct this procurement on a competitive basis, and may be offered to the awardee for subcontracting opportunities by small businesses. Responses received after 10 days or without the required information, will be considered non-responsive to this Synopsis and will not be considered. �A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under Sole Source Justification procedures, pursuant to 10 U.S.C. �2304(c) (1) and FAR 6.302-1.
