- Subject: Pre-Solicitation Notice for Solicitation No. 140R3024R0019 Transformer Materials and Oil Processing IDIQ (Hoover Dam) Notice Type: Pre-Solicitation Notice Synopsis: This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about 4/11/2024, posted to the SAM.gov website. Attached is a draft IDIQ specification. No additional documents will be available until the solicitation is issued. The U.S. Department of the Interior, Bureau of Reclamation, Region 8 Lower Colorado Basin is issuing a Request for Proposal (RFP) to acquire replacement supplies, material, and oil processing services for 17 hydroelectric transformers at Hoover Dam (Arizona/Nevada). This procurement action is being solicited as a total small business set-aside. The North American Industry Classification Systems (NAICS) code assigned to this project is 335311 Power, Distribution, and Specialty Transformer Manufacturing, with a corresponding small business size standard of 800 employees. This requirement is being procured in accordance with FAR Part 15 Contracting by Negotiation and FAR Part 12, Acquisition of Commercial Products and Services. This solicitation will result in Indefinite Delivery/Indefinite Quantity (IDIQ) type contract(s) with 5-year term ordering period(s) starting on the date of award. Estimated Price Range - Each IDIQ Contract: $2,500.00 (Minimum Order Guarantee) to $10,000,000.00. Estimated Price Range - Task Order 1: $500,000.00 to $1,000,000.00. Multiple Firm Fixed Price IDIQ award(s) are contemplated from this solicitation to be made to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. The solicitation and any amendments to the solicitation will be available only through SAM.gov. All proposals, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in electronic medium. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted. Documents will be posted to SAM.gov | Contract Opportunities on or about 4/11/2024. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
