- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for rubber compound.� The compliant material is available solely from Armada Rubber, as the required compound can only be purchased through Armada.� The NAICS code is 325212 and the business size is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to Armada Rubber.� The proposed action is for rubber compound batches, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).� The basis for restricting competition is for the following reasons: Armada is the only source of the required support, with no compatible material on the market.� The NSWCCD intends to award a firm fixed-price purchase order to Armada Rubber using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 28 March 2024.� This notice of intent is NOT a request for competitive proposals.� However, all responses received by 11:59AM on 03/28/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
