- ***NOAA's National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) Santa Cruz, Fisheries Ecology Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with DXP Enterprises, Inc.� This notice is in accordance with FAR 6.305(b). ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement and market research to repair and replace various motors and water pumps. Background/Overview: The Santa Cruz Laboratory (SCL) is a fisheries research facility of the National Marine Fisheries Service (NMFS), which is part of the National Oceanic and Atmospheric Administration (NOAA); Department of Commerce. The SCL site is approximately 1000 feet from the coastal surf zone, which is considered harsh environment for building structures and their systems. The facility is a two-story, 56,000 square foot building which serves approximately 150 researchers and support staff. Their work consists of laboratory and experimental research that is designed to manage and conserve marine fisheries resources including marine, coastal, and estuarine habitats. Activities associated with this effort include conferences, meetings, chemical and biological experiments, aquarium �wet� studies, videotape studies, and computer-based modeling and statistical studies. Scope of Work The Southwest Fisheries Science Center, Santa Cruz Laboratory requires three-phase pump repairs, and several VFD replacements to the boiler water system, condenser water system and chilled water system. The contractor shall furnish nine (9) VFDs and install four (4) of them. The contractor shall also replace six (6) motors to support three-phase pumps. Services shall be complete in all respects and include labor, tools, materials, equipment. Subcontracts, and all support for engineering and engineering plan drawings including any and all work required for this Scope of Work. Tasks The contractor shall complete the following tasks. Task 1: Pump (P-1) 5 hp boiler pumps. Room 152 � Lock out Tag out pump (P-1) Close Isolation valves Disconnect electrical and remove motors Furnish and install new motor with TEFC Sealed Motor Bearings No Maintenance (5hp) Connect electrical for pump, check rotation, couple pump to motor and replace stainless shims Laser align newly installed motor Test and ensure pumps are operational and aligned Start up by certified technician Parts supply:� Furnish one new motor with TEFC Sealed Motor Bearings No Maintenance (5hp) Parts only. Furnish two (2) fuses for service disconnect switches P1. Parts only � Task 2: Pump (P-2) 5 hp boiler pumps. Room 169 � Lock out Tag out pump (P-4) Close Isolation valves Disconnect electrical and remove motors Furnish and install new motor with TEFC Sealed Motor Bearings No Maintenance 5hp Connect electrical for pump, check rotation, couple pump to motor and replace stainless shims Wire the electrical switch to operate in auto/hand and off positions. VFD controls will run in auto.� Pumps to run in manual operations in hand setting on switch Laser align newly installed motor Test and ensure pumps are operational and aligned Install mounting hardware for VFD Furnish and install new ABB x HP NEMA 3 with stainless steel enclosure boxes. Replace existing VFD Furnish and install new ABB x HP NEMA 3 with stainless steel enclosure boxes. Replace existing VFD Building automation controls Supply and run low voltage wiring to support building automation monitoring and controls Program, control and update graphics on the customers Siemens Desigo Operating system Points to be monitored and alarmed should include HTZ, pump pressure and on/off status. Demonstrate alarm and monitoring when completed. Start up by certified technician. Parts supply: Furnish one (1) ABB 5 hp VFD (parts only). Furnish and install new motor with TEFC Sealed Motor Bearings No Maintenance 5hp. Parts only. Furnish two (2) fuses for service disconnect switches P4. Parts only. � Task 4: Pump (P-6) 10 hp Condenser pump. Room 166 � Lock out Tag out pump (P-6) Close Isolation valves Disconnect electrical and remove motors Furnish and install new motor with TEFC Sealed Motor Bearings No Maintenance 10hp Connect electrical for pump, check rotation, couple pump to motor and replace stainless shims Laser align newly installed motor Test and ensure pumps are operational and aligned Install mounting hardware for VFD Furnish and install all conduit and wiring needed for new VFD installation. Furnish and install new ABB 10 HP NEMA 3 with stainless steel enclosure boxes (New addition).� No existing unit in place. Building automation controls Supply and run low voltage wiring to support building automation monitoring and controls Graphics to be monitored and alarmed should include HTZ, pump pressure and on/off status. Demonstrate alarm and monitoring when completed. Start up by certified technician. Parts supply:� Furnish one (1) new motor with TEFC Sealed Motor Bearings No Maintenance 10hp. Parts only.
