Description
ILLUMINA NEXTSEQ 1000 SILVER SUPPORT PLAN NOTICE OF INTENT This is a notice of intent to solicit from a single source. The US Geological Survey (USGS) intends to award a contract to ILLUMINA, INC. for an Illumina NextSeq 1000 Silver Support Plan proprietary maintenance and support services for the NextSeq 1000 Sequencer. These services include comprehensive coverage for parts, labor, and travel; reagent replacement upon hardware failures; 18 hours/day, 5 days/week technical support; onsite response within two business days; software and hardware updates; and onsite applications support. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. ILLUMINA, INC., to the knowledge of the USGS, the only source which can provide the proprietary maintenance to the NextSeq 1000 DNA Sequencer. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code 811210- Electronic and Precision Equipment Repair and Maintenance PSC J066- Maintenance, Repair, and rebuilding of Equipment- Instruments and Laboratory Equipment apply to this announcement. Responses or inquiries shall only be accepted through electronic mail addressed to Joel Berberena at jberberena@usgs.gov and must be uploaded and received in their entirety no later than 1 April 2024 @1200 hours PST. Responses submitted by hardcopy, or the any web portal shall not be accepted or considered. SOW Introduction and Background The Alaska Science Center (ASC), Molecular Ecology Lab (MEL) owns and operates an Illumina NextSeq 1000 Sequencing System (cat. no. 20038898) for automated generation of DNA clonal clusters by bridge amplification, sequencing, primary analysis, and secondary analysis. The NextSeq is vital to the genetic work done in the MEL, as it generates the DNA sequences that are the baseline for most of our research. Eleni Petrou, Laura Scott, Christina Alstrom, Ann Riddle-Bertsen, Danielle Gerik, and Damian Menning use the instrument on a regular basis. The instrument requires periodic repairs and expensive reagent replacement when repairs are required. Personnel require remote technical support in real-time and in-person support when required, to ensure good quality data and appropriate use of the equipment. The vendor will conduct all necessary technical support, repairs, and reagent replacement when hardware fails. Background Technical support, reagent replacement, and repairs conducted by the vendor during the first-year warranty has maintained a superior level of performance. Definitions/Applicable Illumina NextSeq 1000 Sequencing System, S/N VL00515 Scope This is a one-year contract including full coverage for parts, labor, and travel; reagent replacement upon hardware failures; remote technical support 18 hours a day, 5 days a week; 2 business day on-site response target; control software and hardware updates; onsite applications support; discounts on advanced training; remote monitoring available. Technical Requirements All repairs that require a qualified technician. Support to ensure the proper use of the equipment and real-time troubleshooting. Reagent replacement upon hardware failure. Place of Performance. United States Geological Survey, Alaska Science Center, Molecular Ecology Lab, 4210 University Drive, Anchorage AK 99508 Period of Performance: 4/07/2024 - 4/06/2025 Government Furnished Property (GFP): Vendor will perform maintenance and repairs on the NextSeq 1000, which was purchased by the government from vendor, but will not require use of any other GFP in performing said maintenance and repairs. Special Considerations. Key personnel qualifications: All maintenance and repair work will be conducted by qualified personnel furnished by the vendor. Vendor-supplied personnel will have the required qualifications and will have received all necessary training. Security/Privacy issues: Vendor-supplied personnel will gain access to the building and laboratory under the supervision of USGS employees. Vendor-supplied personnel will not have access to computers within the USGS firewall.
