Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with SmarAct Inc., 2140 Shattuck Ave. Suite 302, Berkeley, CA 94704, for the purchase of a set of rotation and hexapod-like nano positioning systems that are compatible and interchangeable with existing SmarAct systems already in use at NIST. The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). NIST has a program to develop new methods to measure and image nanoscopic devices using a coherent, ultra-fast EUV light source.� As part of this effort many nanopositoning systems must work together to focus and direct the EUV on the sample and position the sample itself in the measurement chamber.� All of this performed under high vacuum.� NIST already employs 7 SmarAct nano positioners and associated control electronics.� NIST also has custom software to operate these systems.� The additional measurement requirements of the new CHIPS funded effort requires us to expand the nano positioning degrees of freedom and incorporate additional optics in the system.� As such, we require additional nano positioners to integrate within our current setup and software. To mitigate risk, we also require that control electronics be identical to our current system to allow swapping of components should a repair be needed.� This will ensure that we can continue our work should one component require maintenance or repair. The North American Industry Classification System (NAICS) code for this acquisition is 334516� Analytical Laboratory Equipment Manufacturing with a small business size standard of 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by the established date and time shall be considered by the government. Responses shall be submitted via email to joni.laster@nist.gov.
