Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 19 hereby provides notice of its intent to award a sole source, firm fixed price contract to RAS Enterprises LLC, 2512 25th Ave, Ste 3, Gulfport, Mississippi 39501. The contract is expected to be awarded under FAR 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition has been prepared under VAAR 819.7007. The contract will be for RAS Enterprise to provide continued delivery of Bulk Oxygen and Tank Rental for Salt Lake City VA Health Care System and Eastern Oklahoma VA Health Care System (Muskogee & Tulsa) for a short term six-month period. NAICS code: 325120, Industrial Gas Manufacturing (SBA Size Standard 1,200 Employees) The continued delivery of bulk oxygen without disruption is vital to patient care and disruption would negatively impact the medical facility and patient procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement for future requirements no later than April 01, 2024, 4:00 PM, ET. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for the upcoming bulk oxygen requirements. The Department of Veterans Affairs, NCO 19 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for SLC and MUS Bulk Oxygen in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Jesse San Nicolas by email at jesse.sannicolas@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
