Description
GENERAL Ann Arbor VA Medical Center (AAVA) located at 2215 Fuller Road, Ann Arbor, MI 48105, requires replacement of two (2) Liebert air conditioning (A/C) units in Building 1 East, Room CB07. Contractor shall provide all staff, management, supervision, labor, tools, parts, materials and transportation necessary to fully perform the required services. All work shall be performed by the Contractor aside from VA responsibilities indicated in Section D. SCOPE OF WORK Replacement of current A/C units with two (2) new Liebert A/C units of the same or equivalent quality and performance capability as Liebert Model No. PX029UA 1 AD split system air conditioning units each with a total capacity of 101MBH and a sensible capacity of 89.2 MBH at approximately 75 deg. F, 45% RH. 460V - 3Ph - 60 Hz. 36.0 FLA 43.7 WSA, 50 OPD. System Details: Up flow with front air return, Liebert iCOM Control with high-definition display; variable speed plug fan; variable capacity, digital scroll compressors utilizing R410-A refrigerant; two stage electric reheat; 7.7lb/hr. humidifier; locking disconnect with; top mount, 3 grille discharge air plenum; air-cooled microchannel condensers. Liebert MC Condenser Details: Model: MCM040E1AD 460 Volt, 3 Phase, 60Hz, 1.4 FLA, 1.8 WSA, 15 OPD Microchannel aluminum coil Variable Speed EC Fans Premium electronic control board providing communications with iCOM using CANbus Aluminum exterior panels and 18 aluminum legs Single refrigerant circuit condenser R-401A set points Domestic packaging Short Circuit Current Rating of 65,000 Amps, rms Surge Protective Device for Liebert MC Condenser Required elements/specific tasks: Complete pre-job safety checklist. Perform Lockout/Tagout procedure. Coordinate with VA staff. Shutdown and disconnect existing equipment. Remove and properly dispose of existing condensers, and any other related parts. Existing evaporators will be abandoned in-place. Properly reclaim all refrigerant from existing equipment. Install new stand-up units. Remove existing stands for condensers and install new rails. Install new condensers. Contractors responsible for any modification to existing piping. Contractor responsible for all electrical and data connections. Start, test, and check the newly installed equipment for proper operation. Verify all piping is secure and leak-free. Clean up the work area when complete and haul away all debris. Work to be completed in approximately 1 week. CONTRACTOR RESPONSIBILITIES Contractor will be responsible for providing all required equipment which includes but not limited to: Rigging Equipment. Lifts. Carts or dollies required to transport equipment, materials, and tools. All necessary tools All necessary replacement equipment & parts. All necessary PPE. Personal Lockout/Tagout locks. VA RESPONSIBILITIES/VA WILL PROVIDE Lockout/Tagout of effected equipment. Temporary A/C during project. Location of eyewash/safety showers, alarm pull stations, building exits, emergency procedures. Guidance on vehicle and equipment staging. Verify work has been completed by VA standards. CONFORMANCE STANDARDS All work in the State of Michigan is required to be performed by a Licensed Mechanical Contractor with a State of Michigan License. All labor practices conform to OSHA rules: proper PPE and Safety Training are required. WARRANTY All materials and installation work will have a one-year warranty period from the date of installation. REPORTING REQUIREMENTS Contractor staff shall report to the Plumbing Shop Supervisor in Building 32 to log in during normal working hours. Before or after normal working hours, contractor shall report to the Utility Systems Repairer Operator on duty. This check in is mandatory. DAYS/HOURS OF OPERATION Normal working hours are Monday through Friday, 7:00 am to 3:30 pm, excluding federal holidays. Federal holidays are found at: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/ SAFETY REQUIREMENTS When onsite at AAVA, Contractor shall take such safety precautions as OSHA may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer Representative (COR) shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on contractor staff at the work site, shall be deemed sufficient for corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work and hold the Contractor in default.
