The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The U.S. Department of State�s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). �Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The INL section at U.S. Embassy Bogot�, established in 1985, is among the largest and most complex INL offices in the world. INL Bogota is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives. � The Aviation Unit Procurement and Contracts Advisor supports the U.S. Embassy/INL Section in Bogota, Colombia while the actual workplace is located at the Colombian National Police (CNP) Guaymaral Air Base in northern Bogota. The goal of the counternarcotics (CN) program in Colombia is to curtail the supply of illegal drugs from Colombia through the eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related law enforcement and military operations.� The INL Aviation Procurement and Contracts Advisor provides procurement and logistics support, contract implementation, direction, and oversight in support of the INL Bogota Aviation Programs. The Advisor manages the procurement program for INL Bogota�s aviation division and coordinates with US Embassy officials, US Department of Defense, Colombian National Police, aviation support services contractors, and other agencies. The Advisor plans, executes, and evaluates procurement acquisitioning, and acquisitioning special project requirements in support of the Department of State�s counternarcotics aviation missions to include interdiction, eradication, illegal mining, environmental protection, and rural security. The Advisor supervises and evaluates assigned locally employed staff (LE Staff) and provides contract oversight over third-party contractor performance. The Advisor serves as Assistant Contracting Officer Representative for the institutional aviation support services contractor. �The Advisor serves as the Agreement Officer�s Representative and is responsible for management and control of INL Inter-agency Agreements (IAAs) with the Department of Defense Utility Helicopter Program Office (UHPO) and United States Security Agency (FMS, USASAC). He/she coordinates all procurement requirements at the main base and 10 major forward operating locations throughout Colombia. DUTIES & RESPONSIBILITIES Under the direct supervision of the Bogota-based INL Aviation Program Manager or his/her designee, the Aviation Unit Procurement and Contracts Advisor will perform the following duties: ��� �Assists the INL Aviation Logistics Advisor in planning and coordinating the execution of all procurement activities associated within the INL Aviation Logistics Section. � ��� �Develops weekly, monthly, and yearly work plans for the aviation procurement and supervises their efficient completion.� ��� �Monitors the work activity of approximately five locally employed staff (LE Staff) and monitor contractor execution compliance of approximately 31 logistics contractors assigned to the program. �Identifies procurement developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for local employees.� ��� �Reviews and assesses Contractor Data Requirement List (CDRLs) for budget and logistics. �Provide budget planning advice and propose recommended procurement personnel and resources allocation in order to support U.S. nationalization and budget constraints.� ��� �Performs at least monthly quality assurance evaluation site visits to ensure contractor compliance in accordance with contract established standards. ��� �Reviews and recommends COR approval of over 1,700 purchase requests, and over $53 million of procurement annually. ��� �Provides advice and assists the Colombian Military Forces and Colombian National Police with procurement management and control training. ��� �Oversees the planning and coordinates the execution of ground and air transportation of non-aviation supplies, materials, and equipment required to support aviation operations at locations throughout Colombia. ��� �Monitors the procurement planning and coordinates execution of INL aviation inventories supporting the annual flying hour program.� ��� �Validates technical requirements for all INL aviation purchases and ensures compliance with Federal Acquisition Regulations. ��� �Oversees supply inventory replenishment activities at main base and forward operating locations and ensure DoS regulations and standard operating procedures are followed.� ��� �Assists the INL Aviation Logistics Advisor in providing oversight of over 5,000 End-Use Monitoring (EUM) items that are donated to the Colombian National Police throughout Colombia.� ��� �Serves as the INL aviation in-country representative for all procurement actions.� ��� �Administers Indefinite Delivery Indefinite Quantity (IDIQ) contracts and Blanket Purchase Agreements (BPAs) for INL Aviation Unit services and supplies. � ��� �Performs contracting officer representative and government technical monitor functions (when appointed by the contracting officer) and performs quality assurance evaluations to ensure compliance with contracted requirements. ��� �Coordinates with INL program managers, Colombian National Police, and host nation civil authorities to ensure the projects meet user requirements.� ��� �Develops, establishes, manages, and controls an INL aviation-specific Freight Forwarding Program for import/export capability. ��� �Oversees annual budget requirements for the INL ARAVI program.� ��� �Monitors contractor compliance with U.S. International Traffic in Arms Regulations (ITAR).� ��� �Monitors and maintains contractor oversight of aviation inventory control for ASL, TBO major and sub-components, bench stock, HAZMAT and oversee outsourced repairs. ��� �Processes and completes procurement actions for CONUS and OCONUS repairs and services for the entire INL ARAVI fleet. ��� �Maintains close working relationships within the US Embassy, the INL Aviation Logistics Advisor, senior staff, and other USG officials. �The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. ��� �When required, performs the role of Duty Officer. ��� �Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 4.�� �Within first six months of arriving at Post completes PT176- Equal Employment Opportunity and Harassment Overview distance-learning (DL) course through the Foreign Service Institute (FSI). 5.�� �Completes INL-relevant courses within the first six (6) months of arriving at Post: ��� �PP420 INL Program and Project Management I ��� �PP421 INL Financial Management ��� �PP422 INL Contract Administration, Procurement Policies and Procedures ��� �PP223 Managing Foreign Assistance Awards Overseas ��� �PA222 Monitoring Grants and Cooperative Agreements ��� �PP425 Foreign Assistance Performance Monitoring and Evaluation ��� �PA392 ILMS Overseas Ariba Procurement 6.�� �Consultations with the INL Program Office in Washington, DC, may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is Guaymaral Airbase. Regular travel to rural areas, small towns, and occasionally to large cities throughout Colombia is a requirement of this position. Many of these areas in Colombia are conflict zones where insurgent groups are based, criminal organizations operate, and crime is generally high. In addition, many of these areas in Colombia are tropical, with high temperatures, high humidity, tropical insects and diseases, and minimal infrastructure.� RELATIONSHIPS The incumbent will serve as the principal advisor to INL Aviation Division Chief and Senior Aviation Advisor on procurement and back up the INL Aviation Logistics Advisor on logistics issues.� The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the Aviation Division Chief or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The Aviation Division Chief will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves analyzing, assessing, planning, organizing, and implementing of complex aviation procurement operations. �The Advisor must understand DoS, INL programmatic, and the functioning of the U.S. Embassy. �The Advisor must cultivate and maintain a cordial and professional relationship with personnel of all grades belonging to the INL aviation program while coordinating sensitive, complex issues affecting aviation procurement operations. SCOPE & EFFECTIVENESS The Advisor will perform broad and extensive procurement duties spanning the full range of aviation operations in support of the aviation mission. The Advisor will coordinate issues with a wide range of embassy and host-nation officials. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS ��� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). Demonstrated experience and expertise in program management and the ability to articulate and work with entities of multiple nationalities. � Factor 2:�� �Contract Management & Oversight�� ��� ��� �(30 points) Demonstrated ability to provide oversight, controls and manage a multi-million-dollar procurement program that consists of contracting for aeronautical materials, equipment, services, transportation, and resources to support requirements for a large, widely diverse, operation. �Ability to oversee and manage market research, cost estimates, purchase requests, delivery, and controls for a wide variety of requirements. �Demonstrated ability to provide oversight and controls for materials employed by host nation personnel. �Ability to oversee aviation vendor contractor procurement support of aircraft parts in multiple locations.� Factor 3:�� �Operational Experience�� ��� ��� ��� ��� �(10 points) Demonstrated experience in developing, coordinating, organizing, managing, and implementing a comprehensive logistics/procurement program, either civilian or military, in a complex international or inter-agency environment. �� BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 30 Factor #2 � 30 Factor #3 � 10 Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($99,700 - $146,413 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
