- CO FLAP MES 18(1) 18 ROAD THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Denise Martinez) for receipt by close of business (2 p.m. local Denver time) on April 16, 2024:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $20 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CO FLAP MES 18(1) 18 Road in which you performed earthwork, grading and stabilization, box culvert installation, drainage culvert replacement, and reconstruction of roadway both concrete and pavement under active conditions. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: CO FLAP MES 18(1) 18 ROAD The proposed project will reconstruct approximately six miles of 18 Road in Mesa County Colorado.� It is located approximately seven miles north of the City of Fruita beginning north of the Government Highline Canal and terminating at the existing Bureau of Land Management (BLM) 18 Road BLM Campground.� The scope includes reconstruction of the existing roadway, earthwork and grading, placement of aggregate base and placement of asphalt concrete pavement.� The roadway will be improved with minor widening to include vehicular lanes with dedicated bicycle shoulders.� The project includes drainage improvements with two box culvert installations, several minor drainage culvert replacements, ditch grading, and stabilization.� It also includes removal and replacement of fencing, signing, striping, and revegetation.� This road has a high recreational use, primarily for mountain biking, equestrian, and off-road vehicles, and camping.� Vehicular, cyclist, and pedestrian access through roadway and to adjacent public lands must be maintained during construction. PRINCIPAL WORK ITEMS: 40,000 cubic yards of roadway excavation 55,000 tons of aggregate base 19,000 tons of asphalt concrete pavement 800 linear feet of concrete culverts with end sections 140 linear feet of concrete box culverts 6,500 linear feet of fence, barbed wire 21 acres placing conserved topsoil, mulching, and seeding 70 miles pavement markings, type b solid and broken Traffic control items The roadway is located in a high desert recreation area where access through roadway and to adjacent use areas must be maintained during construction.� Spring and fall seasons experience the highest recreational use and will include limitations during weekends, holidays, and special events. The work is occurring in a cultural and natural resource sensitive area.� Environmental and weather constraints may affect the construction schedule operations. It is anticipated this project will be advertised in June of 2024 and be under construction in September/October of 2024 through October 2025.� The project has an estimated completion date of October 2025. The estimated price range of the project work is between $10,000,000 and $20,000,000.
