Special Notice Special Notice Page 2 of 2 *= Required Field Special Notice Page 1 of 2 Special Notice Notice of Intent to Award Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm Fixed Price contract for a base plus four (4) option years to Bexar County Community Hospital (University Hospital). Contractor will provide Reference Laboratory Testing on specific analytes and/or assays on an as needed basis for a B+4 Option year period. This requirement will allow the South Texas Veterans Health Care System (STVHCS) Pathology and Laboratory Medicine Service to maintain the level of patient care services. The STVHCS does not have the capacity, personnel, expertise, or funding to conduct the advanced diagnostic testing to treat our veteran population. Advanced specialized testing services provided by the contractor is critical to maintaining an effective Pathology and Laboratory Medicine Service, as well as the clinical operation of the medical center. Without third party diagnostic testing services, the clinical staff will not be able to properly diagnose and treat veterans at the medical center. Please see attached Statement of Work. All pricing TBD. The proposed sole source procurement will be made by a pricing agreement with University Hospital. The requesting activity states that this contract is unique due to a shared crosswalk allowing for a partnership with University Hospital (UH) that offers STAT and backup testing in case of instrumentation failure or other issues that may delay testing at our facility. UH offers HLA testing that is crucial to our Transplant program and Blood Product Irradiation that is needed at a moment s notice for our Blood Bank Department. In addition, UH also offers Coagulation testing to include platelet reactivity to aspirin and Plavix that must be hand delivered within 1 hour due to stability. UH serves as our back up for Employee Needlestick testing that must be performed immediately upon receipt. UH also tests for Tacrolimus, Cyclosporine, Sirolimus that must be performed same day as it is considered a critical therapy that must be adjusted according to the test results. Due to this unique relationship and services provided by University Hospital. They are the only Hospital that can meet our needs at this time. This is a Follow-on contract action for highly specialized reference Laboratory testing that would require substantial duplication of cost to the government that is not expected to be recovered through completion and would cause unacceptable delays in patient diagnosis and treatment. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this Notice; however, all responsible sources may submit a capability statement (with their SAM UID), proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within five (5) days from the publication of this Notice, a contract will be issued to University Hospital without any further notice. The anticipated statutory authority permitting other than full and open competition requirement is 41 41 USC ยง3304(a)(1) as implemented by FAR 6.302-1.
