- WY Guernsey Powerplant Access Road and Parking Lot Repair The Bureau of Reclamation intends to solicit a Request for Quotation for the repair of the Wyoming Guernsey Powerplant Access Road and Parking Lot, located at the Guernsey Dam and Powerplant on the North Platte River in Platte County, seven (7) miles northeast of Guernsey, Wyoming. The set-aside is anticipated to be Total Small Business. The period of performance will be 90 days after issuance of award and Notice to Proceed. In accordance with FAR 13.500(a), the solicitation is anticipated to utilize simplified acquisition procedures and be issued as a Request for Quotation (RFQ) on or around April 25, 2024. A site visit is anticipated to be scheduled shortly thereafter, with an anticipated closing date for quotations on or around May 15, 2024. The product service code is Z1LZ Maintenance Parking Structures. The North American Industry Classification System (NAICS) is 237310 Highway, Street, and Bridge Construction with a size standard of $45.0 million. The magnitude of the project is less than $25,000.00. CORRESPONDENCE SENT THROUGH SAM.GOV WILL NOT BE ACCEPTED. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Quotations shall be submitted by e-mail to DDillon@usbr.gov. Quotations will NOT be accepted via SAM.gov. To be eligible for award, prospective contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov before submitting a quotation. Questions concerning the solicitation should be directed to Contracting Officer Darlene Dillon by e-mail at DDillon@usbr.gov. IPP: Payment requests for the anticipated purchase order are required to be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register, access, and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP helpdesk via e-mail at IPPCustomerSupport@fiscal.treasury.gov or by telephone at (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their quotation.
