- University of Washington Laboratory Services NAICS Code:� 541380-Testing Laboratories and Services (Small Business Size Standards-$19M Average Annual Receipts) PSC/FSC:� Q301-Medical Laboratory Testing Place of Performance: National Institutes of Health Clinical Center 10 Center Drive Building 10, Room TBD Bethesda, MD 20892 POTS: �24-006972 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Department of Laboratory Medicine intends to award a fixed price contract with a twelve (12) month purchase order to University of Washington to perform Molecular Detection of Bacterial and Fungal Pathogens on patient specimens. The University of Washington is currently performing bacterial, fungal, mycobacterial, and parasitic testing using next-generation sequencing on direct patient specimen (i.e. tissue, fluids, blocks, etc.). �In addition, the University of Washington performs cytomegalovirus drug resistance (CMV) resistance testing on UK97, UL 55 and UL56 genes as well as HHV6 PCR for determination of chromosome integration. �The University of Washington is the only laboratory that can perform all the required testing mentioned above. �Additionally, the University of Washington�is a laboratory is CLIA-certified. The continuity of services is critical to patient testing as patient results are trended and can be negatively impacted by a change in methodology.� The University of Washington is an approved vendor by�the Department of Laboratory Medicine Quality Assurance Team.� The continuity of services with the University of Washington to perform laboratory services in support of patient care.� Changing to a new source or approving a new source will be a lengthy process and delay or cause a stoppage of work which will negatively impact patient care.� This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number on the subject line, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Sheri Eiri, Contract Specialist, sheri.eiri.nih.gov by the due date April 15, 2024 and time marked in this notice.
