Description

This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101. A Request for Quotation (RFQ) solicitation will be posted on or about Monday, April 8, 2024. The Columbia, South Carolina, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Purchase Order to provide training-related services. The training-related services shall include face-to-face team coaching utilized by the Birkman Method for approximately seventy (70) Regional Office employees at the Columbia, South Carolina, VARO. Contractor will furnish Birkman Method instruction materials, live instructor(s), and all deliverables required to accomplish a successful face-to-face group training program over three (3) consecutive days for approximately five (5) hours each. Furthermore, the Contractor shall issue individual Birkman assessments for each VARO employee to measure personality characteristics that influence behaviors, motivations, and perceptions during group tasks as well as a group Birkman analysis that will promote team building concepts within a group setting. The period of performance for this project will be completion of the training event within thirty (30) calendar days from the date of award. The North American Industry Classification System (NAICS) Code for this procurement is 611430 [Professional and Management Development Training] and the small business size standard is $15 million. The solicitation will be issued as a RFQ under FAR Part 13. This project will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in accordance with Public Law 109-461 as the Veterans First Contracting Program (VFCP) is prescribed in Veterans Affairs Acquisition Regulation (VAAR) Subpart 819.70. All SDVOSBs must be verified in the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) via https://veterans.certify.sba.gov/ and/or SBA Dynamic Small Business System (DSBS) via https://dsbs.sba.gov/search/dsp_dsbs.cfm at the time of quotation submission, at the time of award, and for the duration of performance of the resultant Purchase Order. All businesses must be registered to confirm eligibility in the System for Award Management (SAM). Each entity must represent the status as an SDVOSB concern in SAM.gov.
