Description
This is a Sources Sought Notice for the purposes of conducting market research and obtaining industry information ONLY. This is NOT a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2. No reimbursement will be made for any costs associated for providing information in response to this synopsis or on any follow up information. No solicitation is currently available. The U.S. Fish & Wildlife Service (USFWS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. Summary: The US Fish and Wildlife Service, Seekskadee NWR, Green River, WY, is anticipating the solicitation for approximately (250) collars for cattle herding that have Global Positioning System (GPS) or wireless capabilities for remote use with annual maintenance and monitoring services. Any Base Stations needed to support the collars for the area specified will need to be included for this requirement. The approximate area of operation is within the Seekskadee NWR in Wyoming. The monitoring services should include software to create virtual boundaries, which is used for virtual fencing to eliminate electric fences used for prescribed grazing programs. Collars can either be powered by rechargeable batteries or operated with a solar charged batteries. Monitoring software should include the capabilities to monitor collars and battery strength as well. Collars need to have GPS capability and/or be able to communicate over local mobile network (Union Wireless) or using base stations. Collars must support both auditory and electrical stimulation to support humane management of animals. Collars must allow programmability and scheduling of at least 10 individual virtual fences to operate both inside and outside of network coverage. Ongoing support needs and troubleshooting capabilities to field users should be provided with the company via telephone to troubleshoot problems. Initial training of users will also be needed with the start of the contract to cover the usage of the equipment and software to implement the systems. Web application needs to support the operation of multiple herds across multiple locations. Support needs to be provided with a company technician over the phone to troubleshoot problems and initially train 2-3 users. Base stations (if required) � Must be solar powered and act as a wireless bridge between cattle collars and the web applications. Installation support to include online training and documentation for self-assembly and deployment. Warranty information with remote or on-site support as needed is required as well. The primary NAICS code for this acquisition will be 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing and the size standard is 600 employees.
