Description
The Business Enterprise Solutions (BES), Wright Patterson Air Force Base intends to solicit, negotiate, and award a sole source contract under authority of Federal Acquisition Regulation, FAR 6.302-1 �Only One Responsible Source And No Other Supplies or Services Will Satisfy Agency Requirements�, to the incumbent contractor: Datum Software, Inc., CAGE: 1YJ20. The proposed North American Industry Classification System (NAICS) code for this acquisition is 541511 custom computer programming services, with a small business size standard of $34.0 million. The period of performance will be a 3-month base with two 3-month option periods with an anticipated contract start date of 20 June 2024. The purpose and objective of the GB4 Subject Matter Expert (SME) II Bridge acquisition is to obtain SME support for Program Management Offices (PMOs) residing within the Air Force Life Cycle Management Center (AFLCMC) Business Enterprise Systems (BES) Enterprise Logistics Systems, Logistics Readiness Division (GBS) and Logistics Maintenance (GBM) Division. The objective is to provide PMOs with contractor support personnel having functional and technical expertise for the Enterprise Logistics Systems within GBS and GBM, now and in the future. All of the systems provide critical support to Air Force enterprise logistics operations. The currently defined programs within GBS and GBM include those systems identified in Section C below, however, the requirement of GB4 SME II Bridge is to support not only existing systems residing within GBS and GBM but future GBS and GBM systems. The Contractor personnel shall be individuals with a specific level of expertise in certain key system areas or disciplines and are knowledgeable about the domain of each system being represented. These professionals shall provide unique, in-depth functional and technical knowledge on the application and system operations. The scope of services is summarized in the list below: a. Translate user requirements for input into system specifications, data management plans, configuration management plans, life cycle management documentation, integrated logistics support plans and related operational summaries. b. Gather information from users, defining work problems, and procedures to resolve issues. c. Work with customer and development/sustainment contractors on the design, development, analysis, test, and maintenance of software and logical and physical databases to meet functional requirements. d. Conduct enterprise-wide strategic systems planning, business information planning, and business analysis with the PMO. e. Examine and analyze current and contemplated operations for developing, defining, and coordinating user requirements to satisfy the total program need. f. Act as a member of the Integrated Test Team (ITT) and test system releases, COTS upgrades, and any patches to the system. g. Utilize data design, proposed system revisions, and test results to ensure functional requirements are met, to include Financial Improvement and Audit Readiness (FIAR), Federal Information System Controls Audit Manual (FISCAM), and National Institute of Standards and Technology (NIST) as applicable. h. Research, analyze, and provide system technical and functional system specific data to assist the PMO with Requests for Information (RFIs). i. Review developer�s technical proposals to ensure correctness, consistency, completeness, and compliance with requirements. j. Schedule program meetings and invite attendees. k. Communicate with functional users at the Air Logistics Centers (ALCs), Nuclear Weapons-Related Materiel (NWRM), and Cryptologic Systems Group. l. Support system modification and modernization efforts to include Air Force Common Computing Environment (CCE) cloud migration as applicable to each system. m. Plan/coordinate and complete reviews and audits including defining activities required to complete the QA audit with PMO including analyzing audit findings. n. Develop plans for problem resolution and establish documentation baselines. Validate and review QA deliverables, develop data tracking reports, and maintain a QA library. o. Assist and complete the Management Internal Control Toolset (MICT) checklists and Unit Compliance Inspection (UCI) activities p. Coordinate and respond to all applicable suspense and data call activities.
