ITEM DESCRIPTION: The purpose of this requirement is to establish a repair contract with a vendor that has capabilities and experience repairing the above listed, or similar NSNs. These specific NSNs are all associated with the AN/ALQ-161A Electronic Countermeasures Electronic Warfare System and have been manufactured by more than one vendor over the last approx. 40 years. Items 1, 2 and 3 listed above are digitally tuned, Voltage Controlled Oscillators (VCOs). These VCOs are a critical part in the ALQ-161A used to rapidly switch signals to avoid jamming countermeasures or generate jamming signals that interfere with enemy communications. These VCOs provide a wide tuning range and digital control for rapid frequency changes. These VCOs are capable of generating a precise electronic signal at a specific frequency which is set via a 12-bit Transistor to Transistor (TTL) digital word entered in parallel. Items 4, 5 and 6 listed above are YIG Reject Filters with their associated drivers. The YIG Reject Filters are a critical part in the ALQ-161A used to rapidly reject signals to avoid jamming countermeasures or generate jamming signals that interfere with enemy communications. The YIG Reject Filters reject band is tuned under digital control for rapid frequency changes. These YIG Reject Filters are capable of rejecting a narrow band centered around a specific frequency which is set via a 12-bit Transistor to Transistor (TTL) digital word entered in parallel. Items 7 and 8 are voltage-controlled band pass filters and are a critical part in the ALQ-161A used to pass only specific signals so as to avoid jamming countermeasures or generate jamming signals that interfere with enemy communications. The tuned frequency is set via a control voltage in the range 0 to 11 Volts Direct Current (VDC) The Government only has Specification Control Drawings (SCDs) for these parts. The SCD documents the physical outline and electrical performance of the part and does not contain any details relative to the inner components of the parts. Each manufacturers part will contain unique internal components. Impediment to Competition: The Government physically does not have in its possession sufficient, accurate, or legible data to contract repair with other than the current source(s). In addition, the Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. INTEREST: The USAF AFMC AFSC Contracting Office intends to award a sole source contract in support of the AN/ALQ-161A bomber program. Other interested parties may identify their interest and capability to respond to the requirement no later than, 8 May 2024 by emailing Kizmet Hall at kizmet.hall@us.af.mil, Ashley Davis at ashley.davis.53@us.af.mil, and Andrew Peacock at andrew.peacock.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DISCLAIMER: This sources sought synopsis is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers, and the government is under no obligation to award a contract because of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
