9 April 2024 LTRAC MAC 3 PRESOLICITATION NOTICE UPDATE: This update provides Government answers (File name: RFP_LTRaC-MAC3_SectionJ-Attach-3-RFP-Questions-and-Answers_09Apr2024) to all the �LTRaC MAC 3 Draft RFP� Questions/Comments received from Industry. The final LTRaC MAC 3 RFP is expected to be released within the next week and will reflect all the updates noted within the Government answers. *************************************************************************************** This notice provides a copy of the DRAFT Request for Proposal (DRFP) W900KK-24-R-0003 for Industry review and feedback. ���� DRFP W900KK-24-R-0003 Attachments: Attachment 1 - LTRaC MAC 3 Base Statement of Work (SOW) Attachment 2 - Contractor Performance Assessment Questionnaire Attachment 3 - Draft RFP Questions / Comments Form Attachment 4 - PreAward Survey of Prospective Contractor Accounting System Checklist ���� Potential Offerors are encouraged to comment and provide feedback on all aspects of the DRFP, including, but not limited to the requirements, SOW, CLIN structure, schedules, proposal instructions (DRFP Section L), and evaluation approaches/criteria (DRFP Section M), attachments, and/or other programmatic risk issues associated with the performance of the work. Potential Offerors are requested to identify unnecessary or inefficient requirements. The Government IS NOT requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP, and will not pay for any information received regarding this DRFP. Therefore, any references to the submission of a completed SF33 are not applicable to this DRFP. ���� Feedback and comments regarding the DRFP are to be submitted utilizing Attachment 3 - Draft RFP Questions / Comments Form, and should be submitted electronically in writing to the Contract Specialist, Amanda.j.harris42.civ@army.mil, by 03:30 PM EST, March 25, 2024. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided with a Government response. The Government will consider all comments received in preparation for the Final RFP. ���� To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Documents related to this acquisition, including this presolicitation notice, the solicitation, attachments, any amendments will be attainable electronically from the Government-wide point of entry website at www.SAM.gov. It is the potential offerors responsibility to monitor the website for updates. BACKGROUND AND OBJECTIVES:� The U.S. Army Contracting Command-Orlando (ACC-ORL) has a requirement to establish the Live Training, Ranges, and Combat Training Centers (LTRaC) Multiple Award Contract (MAC) 3 which will continue to provide the life cycle support currently provided under the Life Cycle Product-Line Management (LCPM) contract. This MAC will provide Continuous Technology Refreshments (CTRs), modernization, studies, and developmental efforts for the CTCs, live-fire ranges (U.S. Army and USMC), HITS, STE-LTS, and the JPMRC-IS that are complex in scope, require integration of multiple subsystems, or apply to multiple sites. It will also provide Tier 2 (Integrated Player Units and Radio Frequency range equipment) CTRs on the DRTS ranges. Tasks under this MAC may include studies, analysis, design, development, prototyping, procurement, production, integration, testing, fielding, developing documentation, training, sustainment, and disposal of live ranges training systems. The studies and prototyping efforts for new live instrumentation training capabilities, as part of the STE LTS efforts, are intended to be integrated into the existing programs listed below. LTRaC MAC 3 is a Full and Open Competitive MAC and one of three MACs under the larger LTRaC umbrella. LTRaC�s objective is to establish a consolidated contracting approach for range and instrumentation efforts within the live training domain. All LTRaC contracts will be primarily for hardware centric efforts but may include software products or support services as part of the larger hardware requirements. It will provide maximum competition while ensuring streamlined Delivery Order (DO) awards. This will provide the Department of Defense (DoD) with the ability to rapidly deliver new and upgraded capabilities to the nation�s warfighters. LTRaC will enable Project Manager Training Devices (PM TRADE) and other DoD organizations to perform tasks such as trade studies, analysis and forecasting, data collection, design, development, impact assessment, information assurance, procurement, integration, installation, testing, system training, documentation, logistics support, and disposal. Individual program efforts will define the detailed requirements at the DO level. The programs supported, but not limited to, under LTRaC MAC 3 are: Future Army System of Integrated Targets (FASIT) Digital Range Training System (DRTS) Combat Training Center � Instrumentation System (CTC-IS) Home Station Instrumentation Training System (HITS) Joint Pacific Multinational Readiness Center (JPMRC) Synthetic Training Environment � Live Training Systems (STE-LTS) Marine Corps Live Training Efforts PM TRADE envisions that LTRaC will support the evolution of live training systems by leveraging the following initiatives and technical concepts: LT2 methodology Architectural initiatives Common Training Instrumentation Architecture (CTIA) FASIT specifications and Interface Documents Live Training Engagement Composition (LTEC) Future LT2 Architectures Government Furnished Information (GFI) software, build to print drawings and manuals via the LT2 Portal or via other means, as necessary Product sustainment (synchronization with PEO STRI Life Cycle Contractor Support (LCCS) Reliability, Availability and Maintainability (RAM) assessment for spare listing and support management ACQUISITION STRATEGY: �The LTRaC MAC 3 acquisition approach encompasses a competitive MAC to support the efforts identified above. The awarded MACs are planned to be Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles with a five-year base and one three-year option. The LTRaC MAC 3 will allow for Firm Fixed Price types of contracts, Cost Reimbursement types of contracts (Cost, Cost-Plus-Fixed-Fee, Time and Material, etc.), or any combination of these contract types. The MAC 3 awardees will compete for individually awarded Orders. The Government will evaluate for qualifying Offerors for the MAC awards. The two evaluation factors are Technical and Past Performance. In accordance with FAR 15.304(c)(1)(ii), which permits MACs to exclude price/cost as an evaluation factor under certain conditions, the Government intends to make the MAC awards to each qualifying Offeror who is a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and that the Contracting Officer has no reason to believe would be likely to offer other than fair and reasonable pricing. For the purposes of the LTRaC MAC 3 Request for Proposal, an acceptable proposal is a proposal that is rated Acceptable under the Technical and Past Performance factors.
