- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, Network Contracting Office (NCO) 10, 3140 Governor s Place Blvd., Suite 210, Kettering, OH 45409, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 13.106-1(b), Only One Responsible Source for the following items listed below. The associated NAICS code for this is 334516. The sole source contract will be awarded to: General Data Company, Inc., 4354 Ferguson Drive, Cincinnati, OH 45245 Requesting facility: Department of Veterans Affairs VA Ann Arbor Healthcare System 2215 Fuller Road Ann Arbor, MI 48105 Description of equipment requirements: LaserTrack Flex Cassette Printer - G1-LTF-3480 A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received via email only no later than 12:00 PM EST on Thursday, April 18, 2024. LouAnn Gilliland Contracting Officer louann.gilliland@va.gov DEPARTMENT OF VETERANS AFFAIRS Justification for Brand Name Only Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-24-AP-3227 Contracting Activity: Department of Veterans Affairs, VISN 10, Dayton Medical Center, Dayton, Ohio 45409, is seeking to purchase a LaserTrack Flex Cassette Printer, for the Ann Arbor VAMC Dermatology Service, Ann Arbor, MI, 48105. 2237 # 506-24-3-118-0118 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Dermatology Service located in the VA Ann Arbor Healthcare System is pursuing the acquisition of a new cassette printer. This cassette printer is a solution used to identify specimens throughout the histopathology laboratory s processes. The cassette printer provides labeling for specimen cassettes. Our tracking system tracks data at each level of specimen processing, documenting individual interaction with each barcoded specimen along with time stamps and locality. The cassette printer ensures that each specimen will be located accurately and correctly with its printing and barcoding abilities. The LaserTrack Flex Cassette Printer works to ensure that the integrity and safety of our veteran s specimens remain paramount. Estimated Cost: Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The LaserTrack Flex Cassette Printer is only available from the OEM, a Small Business vendor, the General Data Company, Inc., as this is a proprietary item with no additional distributors available. This new cassette printer must be compatible with the already existing equipment, the Leica Cerebro LIS Barcode System. Additional training has been requested for this new equipment, to allow the Pathology Technicians to understand how to use it and be interchangeable in their Dermatology/MOHS clinic coverage. If a different vendor s product were used, the Cerebro system would not integrate with the cassette printer and it could not be used. Description of market research conducted and results or statement why it was not conducted: Searched VetCert using NAICS Code 334516, which provided 212 potential vendors. Searched DSBS using NAICS code 334516 and keywords LaserTrack Printer and this provided no potential vendors. In addition to VetCert and DSBS, the following sites were searched with no additional findings: eCMS, FPDS, GSA eLibrary, NASA SEWP, SCMC, SAM.gov Cont Opp. The General Data Company was also contacted by email, which confirmed findings of Market Research, that no other vendor can provide this specific equipment for the Ann Arbor Dermatology Service. Neither the VA Rule of Two nor the SBA Rule of Two could be met. An Intent to Sole Source will be posted to SAM.gov. CO will award to General Data Company, Inc., a small business manufacturer. IAW FAR 13.106-1(b)(1)(i), Brand Name. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
