Description
Notice of Intent to Sole Source EOS Web Software Maintenance Agreement for Subscriptions, Support, and Upgrades. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to SirsiDynix. NETL�s Library staff require an Electronic Library Catalog Systems that can meet NETL�s unique scientific mission, to include web searches, the DOE National Laboratory Library Consortium and other trade organizations. The current EOS equipment/software serves this need and continues to have a useful life; therefore, the application and equipment has not been identified for replacement by the Enterprise Configuration Control Board (ECCB). The renewal of this SirsiDynix EOS Maintenance Agreement is required to ensure continued use of the equipment and software applications as well as covering replacement units and upgrades of the system to keep the units functioning within the NETL operating environment. Failure to continue the currently established maintenance agreement will put NETL at risk of loss of service that could negatively impact the ability of NETL�s Library to operate in an efficient and effective manner. The anticipated base year period of performance for this requirement is from July 1, 2024, through June 30, 2025. The government anticipates awarding a total performance period of five years; a 1 year base plus 4 option years, through June 2029. This is considered a sole source to SirsiDynix as to the best of the NETL�s knowledge, based on market research conducted, SirsiDynix is the only known source that can offer this specific EOS Web Software Maintenance Agreement. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on April 27, 2024. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
