Description
The NASA Aeronautics and Space Administration (NASA) Ames Research Center (ARC) SimLabs Future Flight Central (FFC) is conducting market research and is hereby soliciting information from potential vendors for a turnkey voice communication system (VCS) with communication stations for Air Traffic Control (ATC) simulations with humans in the loop. VCS Minimum Requirements: Thirty-six fully integrated communication stations that are networked together to create a turnkey VCS for FFC. Of the thirty-six stations above thirty-four stations must be equipped with all necessary hardware, software, and licenses to function as user communication stations only. The remaining two stations shall be configured as operator or developer communication stations and must have all the necessary hardware, software, and licenses required to support VCS administration, GUI and application development, voice recording and playback, as well as all other operation, maintenance, and development functions. Computer hardware must run NASA approved operating systems. All the systems stated above shall be provided, with jack boxes, software licenses, touchscreen monitors, keyboards, mice, headsets, and footswitches. Should be able to run, at a minimum, of four different exercises at the same time. An exercise is defined as two or more VCS user stations simulating all types of voice communications required to achieve the objectives of a FFC simulation experiment. Voice communication features include, but are not limited to, two-way radio communication (with world-based frequencies and effects), intercom, and station-to-station dial-up. Each communication station shall be able to select one or all of the radio channels as receive only or transmit/receive. Shall be fully configurable with respect to the selection of stations included in an exercise and the functionality of each station. Setup shall be accomplished directly from a centralized administrative console using a user-friendly GUI and locally from each station. The VCS shall allow exercise and station configurations to be saved and restored efficiently. Ability to capture metrics for human factors assessments, such as workload. Interested Offerors having the required capabilities necessary to meet or exceed the requirements stated above are asked to submit a capability statement of 3 pages or less. There is no required font size and/or type designated for this Capability Statement. Figures, exhibits, and diagrams should be readable. Responses are to be submitted electronically in PDF format. The response must include the following: Product or service information, including overall dimensions and weight, for the VCS systems meeting requirements above. Company Name, address, point of contact, phone, fax, e-mail, website (if applicable), Business Size, CAGE Code, and Unique Entity ID. All responses shall be received NLT April 30, 2024, at 2:00 pm PST. Please respond via electronic mail (e-mail) to estela.h.buchmann@nasa.gov. Written questions should also be sent to estela.h.buchmann@nasa.gov. In all responses, please reference Audio System for FFC - RFI. Verbal questions will not be accepted. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation.
