- Description
- The U.S. General Services Administration (GSA) issued a synopsis on March 20, 2024 for this solicitation for commercial products in accordance with the� Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice.� The GSA is requesting quotes for up to a total amount of approximately 47,500 MWh of unbundled Energy Attribute Certificates (EACs) from generation resources that deliver to certain Balancing Authorities more fully described below and qualify as carbon pollution-free electricity (CFE) in order to meet Federal environmental goals laid out in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021) and its associated White House Council on Environmental Quality Implementing Instructions. The quantity of 47,500 EACs is an estimate; the GSA may elect to purchase more/less than 47,500 depending on pricing and quantity of EACs offered.� GSA anticipates awarding a single or multiple, one-time award of a Firm-Fixed Price Purchase Order as the result of the solicitation. This solicitation is being issued as 100% small business set aside.� The applicable North American Industrial Classification Code System (NAICS) code is 221122, Electric Power Distribution. The Small Business Size Standard is 1,100 employees.� Any supplier with the number of employees exceeding this standard for three continuous calendar years is considered a large business for the purposes of this procurement. Additionally, this solicitation will utilize the Indian Energy Purchase Preference. As established in 25 U.S.C. � 3502(d), organizations, the majority of the interest in which is owned and controlled by one or more Indian tribes, will receive an evaluation preference over non-such organizations in the award of any purchase order(s) resulting from this solicitation.�� Tribal Majority-Owned Business Organizations are defined as an enterprise, partnership, consortium, corporation or other type of business organization in which the majority of the interest is owned and controlled by one or more Indian Tribes (25 U.S.C. �3502(d)(1)).
