THE GOVERNMENT'S ACCEPTANCE OF THE CONTRACTOR'S PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO ""ISSUE"" CONTRACTUAL DOCUMENTS AS DETAILED HEREIN. Early and incremental deliveries accepted and preferred. \ 1. SCOPE 1.1 Articles to be furnished hereunder shall be manufactured, tested and inspected in accordance with ;62004-17, AMFUEL, CAGE 05476, LATEST REV; drawing number ( ;62004-17, AMFUEL, CAGE 05476, LATEST REV; ) ;62004-17, AMFUEL, CAGE 05476, LATEST REV; , Revision ;62004-17, AMFUEL, CAGE 05476, LATEST REV; and all details and specifications referenced therein. 1.2 Unless expressly provided for elsewhere in this clause, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for the manufacture and/or testing of the subject item(s) will not be provided by the Government or any other source and is the sole responsibility of the contractor. The foregoing applies notwithstanding any reference to such equipment or the furnishing thereof that may be contained in any drawing or referenced specification. 1.3 If MIL-STD-454 is referenced in the drawings or in the specification, the contractor is expected to show compliance with IPC/EIAJ-STD-001C. 2. APPLICABLE DOCUMENTS ALL INSPECTIONS AND ACCEPTANCE IAW MIL-STD-801D. 3. REQUIREMENTS - NOT APPLICABLE 4. QUALITY ASSURANCE I. First Article Test (FAT) Requirements.The following requirements applyto AMFUEL tank four. The tests to be performed under the FAT approval clauseof the contract are:Conduct all testing required by AMFUEL Report 2122Rev M:F-18 Acceptance Test Procedure (ATP) non-self-sealing fuelcells with the exceptions.A Vacuum Bag Method Phenolphthalein Test shall be conducted on the fuel cell once all ATP testing has successfully been completed Folding: In lieu of folding the fuel cell at a temperature not less than 70? folding shall take place at 60-65? Folding: In addition to the test described in the ATP, after fuel cell is confirmed to be folded to the proper size,it shall remain folded for 30min then inspected per MIL-STD-801D.This test must be performed once prior to the final leakage test. II. Samples. The contractor shall present one (1) unit(s) of lot/item 0001 as specified in this contract.At least 45 days before First Article Testing, the contractor shall notify the PCO, in writing, so that the Navy may witness the testing. III. Testing Location and Estimated Lead-Time. No arrangements will be made for inspection of the sample(s) until the DCMA notifies the PCO that the contractor has inspected the sample and is 100% ready for inspectio by the Government team.The DCMA-QAR shall be present during the inspection team's visit to the manufacturing site to perform the FAT.IV. Test Report. The contractor shall prepare a FAT Report, which shall be in accordance with the requirements of ISO-9012 (Aerospace First Article Inspection Requirement), MIL-HDBK-831 or equivalent, and shall be submitted via the cognizant DCMA Contract Administration Office to the PCO. Disposition of First Article Test Sample(s).A. Sample(s) may be considered as production items under the contract provided the sample(s) can be refurbished to Ready for Issue (RFI) condition and provide the sample(s) have inspection approval of the cognizant QAR. Sample(s) may be shipped as production items only after all other units required under the contract have been produced and are ready for shipment.B.The QAR shall provide comments on Form DD1222 which shall be forwarded with the FAT Report. The cognizant government inspecting activity shall issue a report accepting or rejecting the FAT sample(s). Final approval of the FAT Report is the responsibility of the PCO. Upon notification of approval/conditional approval the QAR shall provide disposition in the Wide-Area(WAWF) system or Form DD250 to indicate Government acceptance of the test report. The first article test (FAT) shall be performed at the contractor's facility. All testing shall be performed at the AMFUEL's facility located at 601 firestone Drive, Magnolia AR. The cognizant DCMA shall witness or verify the first article test (FAT), performed at the contractor's facility. At least 45 days before FAT the contractor shall notify the PCO in writing so that the Navymay witness the testing. The first article inspection shall be witnessed at the contractor's facility by NAVAIR Engineering Technical Authority(ETA), NAVSUP WSS Phila N23 Engineering and N23 Product Support Personnel. 5. PACKAGING- MIL-STD 2073 PACKAGING APPLIES AS FOUND ELSEWHERE IN THE SCHEDULE 6. NOTES - NOT APPLICABLE All sources must meet the Preservative Free Requirements in order to be approved to manufacture F/A-18 Fuel Tanks. DATE OF FIRST SUBMISSION=ASREQ UPON COMPLETION OF THE FIRST ARTICLE TEST.
