Special Notice Special Notice Page 5 of 5 Special Notice *= Required Field Special Notice Page 1 of 5 NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract to Data Innovations. Per FAR 13.106-1(b). The Wilkes-Barre VA Medical Center Laboratory has the need to upgrade our IM version of software interface from 8.16 to 9.0 to meet compliance standards for VHA IT Directives. We also need 2 more thin clients and 5 more instrument licenses. Technical and Professional Services will need to be upgraded along with this. Maintenance and support of the upgraded software will also be required. A detailed description of what will be needed is listed below. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work and licenses for Software. Capability information is required by 10:00 am EST, Wednesday, April 24, 2024 to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Statement of Work Laboratory Computer Interface Maintenance and Support Background: The Wilkes-Barre VAMC located 1111 East End Blvd., Wilkes-Barre, PA 18711, provides outpatient, inpatient and skilled nursing services to veterans residing with the Medical Center s catchment area in Northeastern Pennsylvania. History of the Requirement: The middleware solution for laboratory testing connectivity that can be used to post patient test results into the hospital s laboratory information system, VistA, has a requirement for upgrades to the current version of software to meet the VHA IT 6550 Directive. Summary of the Requirement: The Wilkes-Barre VA Medical Center Laboratory has the need to upgrade our IM version of software interface from 8.16 to 9.0 to meet compliance standards for VHA IT Directives. We also need 2 more thin clients and 5 more instrument licenses. Technical and Professional Services will need to be upgraded along with this. Maintenance and support of the upgraded software will also be required. A detailed description of what will be needed is listed below. Detailed description of requirement: Product Software: IM-B07 (1) Instrument Manager Base Software with High Availability This should provide licensing or primary and redundancy system(s) to operate in parallel in the event of a primary system failure. IM-CX-07 (25) Instrument Manager Interface Connection with High Availability. This adds one connection license to the Instrument Manager primary and redundancy system(s) IM-EU-07 (4) end User Software Connection with HA/DR. This adds one end user connection to concurrently access the Instrument Manager primary and redundancy system(s) from any remote network location. IM-IN-01 (1) Lab Intelligence. This adds the ability to visualize key performance indicators such as: turn-around times, autoverification rates, test/ specimen volumes per day, quality indicators, and qc violations through dashboards. Maintenance and Support CS-MAS-o1 (1 year) Instrument Manager Maintenance and Support for these upgrades Professional Services IM-SVC-01-U8 (1) Implementation Services for Instrument Manager Software Standard Upgrade. The standard upgrade package with implementation services. IM-SVC-01-VA-AV-LI (1) Lab Intelligence report server workflow. This includes DI consultative service to help integrate IM Laboratory Intelligence Module onto existing IM workflows. This includes assistance with design, implementation, and hand-on usage tutorials of up to six Laboratory intelligence widgets to track laboratory defined key performance indicators on one IM system. Brand Name Only or Sole Source Requirements: The interface system in the Laboratory that allows for test results to go from Lab instruments into a patient s chart is Data Innovations. The Laboratory needs to maintain the license to utilize the system and it needs to maintain the software application. At this time, Data Innovations is the only organization that is able to develop connectivity interface drivers to its Instrument Manager and it is the only company that can maintain the licenses for both the live system and the test system. It is also the only company that can provide consulting services for the software. It is the only company that can update the version of software needed to be compliant with VHA IT directives. Installation Requirements: Installation will be through consultative services. Professional Services will include upgrade package with implementation services. It will also include the consultative service to help integrate IM Laboratory Intelligence Module onto existing IM workflow. Also needed is assistance with design and implementation of the Laboratory Intelligence widgets. Delivery Instructions: None
