Description
NOI-NIAID-24-2217058 NAICS � 334516 This is a Notice of Intent, NOT a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Wyatt Technology for the following: DynaPro NanoStar II with MALS Simultaneous DLS and SLS-� The instrument must provide dynamic light scattering (DLS) and static light scattering (SLS) measurements simultaneously and independently in order to assess and distinguish changes in molecular conformation from aggregation, and to measure particle concentration. The NanoStar accomplishes this by design with parallel DLS and SLS detectors. SLS Calibration- The instrument must be calibrated for SLS measurements using a fluid such as toluene, commonly available with high quality and repeatability, rather than calibrated against a molar mass standard, because the latter technique depends on precise knowledge of concentration and refractive index increment of the standard in each specific solvent. As a consequence of the former calibration method, absolute rather than relative results will be obtained. The NanoStar, along with DYNAMICS or DYNAMICS Touch software, utilizes calibration by toluene when the quartz cuvette is installed. Temperature Control: The instrument must provide temperature control of the cuvette from at least -10 �C to +120 �C with precision and accuracy of �0.3 �C or better, thermal stability better than 0.01 �C and programmable ramp rates in the range of 0.01 �C to 15 �C per minute. The NanoStar utilizes a Peltier element with extensive thermal management to meet this requirement. Measurement Range-The range of measurement of hydrodynamic radius by DLS must cover 0.2 � 2500 nm. The NanoStar accomplishes this by design and testing has proven that this range is addressed. The range of measurement of molar mass by SLS must cover 300 � 1,000,000 g/mol. The NanoStar accomplishes this by design and testing has proven that this range is addressed.The range of measurement of turbidity by SLS must cover 1 � 80 NTU with DYNAMICS Touch and above 80 NTU with DYNAMICS. The NanoStar accomplishes this by design and testing has proven that this range is addressed. Wavelength- The instrument must utilize a red laser with wavelength longer than 650 nm in order to avoid exciting fluorescence which can overwhelm the DLS detector. The NanoStar utilizes a laser with wavelength of 658 nm to meet this requirement. Connection to Wyatt MALS Instrument-The instrument must provide, or be upgradeable to provide, remote DLS detection in a Wyatt DAWN?, miniDAWN? or microDAWN? multi-angle light scattering (MALS) detector�s flow cell by means of an optical fiber between the MALS read head and the DLS-SLS detector. The DLS data stream must be available to Wyatt�s ASTRA? software so as to acquire DLS data from sample eluting in flowing chromatographic separations. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide this service may submit a capability statement along with a copy of a fully executed contract with the manufacturer to be considered by 10:00 am April 29, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
