Description
The Federal Aviation Administration is issuing this Screening Information Request (SIR) for Fire Alarm Inspection, Testing and Maintenance services at the Oakland ARTCC in Fremont, CA. The requirement is to be performed in accordance with the Statement of Work (SOW) included as an attachment in Section J. Proposals will be evaluated on a tiered basis in accordance with AMS procurement guidance T3.2.2.3B.7. First Tier: The FAA intends to award a contract on a competitive basis to an eligible, Socially and Economically Disadvantaged businesses (SEDB), expressly certified by the Small Business Administration (SBA) for the participation in the SBA�s 8(a) program. Reference AMS clause 3.6.1-8 Notification of Competition Limited to Eligible SEDB Concern. Offerors are required to submit evidence of 8(a) certification. Second Tier: If circumstances do not permit an 8(a) award, the FAA intends to award a contract on the basis of full and open competition, among all responsible, responsive offers received from ALL tiers provided award can be made at a fair market price. The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 561621. Site visits are planned as follows: May 7, 2024 at 10:00 am local time The meeting point and any pertinent site visit instructions will be provided to the attendees once interest is expressed. Please note that the schedule provided is what the site is able to accommodate for the Site Visits. Attendees will have to choose between locations with site visits scheduled on the same dates and times. Please email the Contract Specialist at Anna.F.Glover@faa.gov with the names of those attending and the name of the company they are representing, no later than May 6, 2024 by 12:00 PM ET for site visits. Each company will be limited to two (2) total attendees. Contact information for the facility POC will be sent upon confirmation of attendance. The FAA facility escort has been instructed not to answer any questions about the project during the site visit, please do not ask them any. All questions from the site visit must be submitted in writing according to the SIR instructions. The FAA assumes no responsibility for any conclusions or interpretations made by the contractor based on the information received by any means other than in writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or representation made concerning conditions, which can affect the work, by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in the contract. Please document all your questions while at the site visit. Submit questions or comments applicable to this SIR in written form via email to Anna F. Glover, Contract Specialist, at anna.f.glover@faa.gov no later than 5:00 pm Eastern Time on May 8, 2024. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be posted on SAM.gov. Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR. In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers. DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL (anna.f.glover@faa.gov). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on May 21, 2024. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted. Offerors are advised that the FAA will not be liable for any costs associated with the submission of inquiries to this announcement and/or responses to this Solicitation.
