COMBINED SYNOPSIS/SOLICITATION W9127Q-24-R-0008 INSTILLATION of BAF PIVOT FAN SYSTEMS MISSISSIPPI NATIONAL GUARD Field Maintenance Shop #4, Gulfport, MS This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-24-R-0008 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2024-03 Effective 23 February 2024 and the Defense Federal Acquisition Regulations (DFARS) updated 15 February 2023. The North American Industrial Classification System Code (NAICS) is 238210 with a small business size standard of $19.0 (millions of dollars). PSC is N099.� The Government intends to make an award of a Firm Fixed Price purchase order.� This requirement is 100% Small Business Set-Aside and only qualified sellers may submit Quotes. 1.�� Scope of Requirement: The MSARNG Field Maintenance Shop #4, Gulfport, MS is requesting instillation of twelve (12) BAF Pivot Fans to aid in temperature control for these various warehouses located on Hewes Ave in Gulfport, MS.� The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to install wall mount industrial fans and ensure proper function of all fans as defined in this Statement of Work (PWS/SOW) and manufacturer�s instructions.� MS ARNG purchased the Fans (12) in August of 2023 and are already on location at FMS #4 in Gulfport, MS.� These fans are the Pivot series manufactured by Big Ass Fan Company. Quotes will be evaluated for technical acceptability (including past performance) but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the Quote must receive an �Acceptable� rating in every non-price Factor. A Quote receiving a rating of �Unacceptable� in any non-price Factor will not be eligible for award. Price will be evaluated to determine reasonableness of the proposed price; unreasonable Offers cannot be selected for award.� Of the Quotes deemed �technically acceptable�, the lowest price option will be selected for award. 3.�� Service Contract Act Currently, Wage Determination #2015-5147 Revision 22 dated 12/27/2023 is applicable to this task order. Rates can be found at https://www.wdol.gov/dba.aspx� However, the current prevailing Wage Determination will be incorporated at the time of award. In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all Offerors that have not been eliminated from the competition. 4.�� Evaluation Criteria Award will be made to the offeror whose Quote is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described above.� Quotes shall be complete, clear, concise and include sufficient detail for effective evaluation. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror�s Quote.
