- REQUIREMENT TITLE:� F-16 Aircraft Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS) Installation Solicitation Number:� FA8232-24-R-AIDEWS Notice Type:� Sources Sought Synopsis 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible capable sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 334511. Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing which has a corresponding Size standard of 1350 employees.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details: This Foreign Military Sales (FMS) effort includes but is not limited to the integration and retrofit of Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS) into thirty-four (34), Iraq Air Force (IqAF) F-16C/D Block 52M aircraft at Martyr BG Ali Flaih Air Base (Ali Flaih AB (AFAB)) as outlined below: The contractor shall be responsible for removal of the legacy system Advanced Countermeasures Electronic Systems (ACES) Electronic Warfare system per Country Specific Time Compliance Technical Orders (CSTCTO) and Country Standard Technical Orders (CSTO). Then install provided AIDEWS� kits and perform operational checkout, verification and validation of AIDEWS per CSTCTO, CSTO. AIDEWS kit proofing will include F-16 major wire bundle removal/re-routing, anti-chaffing, sheet metal bracket installation and communication with Lockheed Martin (LM) for CSTO updates. Contractor must have complete knowledge of the F-16 counter measure, radar and weapons capabilities. Contractor shall be required onsite at AFAB and perform 8-hour duty days, 5-6 days a week and maintain a security clearance at the DoD SECRET level to perform classified tasks.� A separate contract effort via the Base Operating Support, Base Life Support, and Security (BBS) contract will provide security, food and lodging at AFAB. The Government intends to utilize a single contractor for this effort. Capability Survey Questions 1. Provide your suggested NAICS code. 2. Are you anticipating your company to be a prime contractor or a subcontractor? 3. Are you anticipating a teaming arrangement? a. Any responses on teaming agreements should delineate between the expected work accomplished by the prime and work accomplished by the teaming partners. 4. Does your company have any agreements or relationship with Lockheed Martin ��Aerospace F-16 Division to obtain special tools if needed? 5. Does your company have any agreements or reach back with L3 Harris? General Capabilities Questions: Briefly describe in one to two (1-2) pages the capabilities of your company and the nature of the services you provide.� Include a description of your staff composition and management structure to accomplish the work. Describe your company's experience on previous projects similar in complexity to this requirement: please include contract numbers, a brief description of work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). Does your company have experience and expertise to provide removal of ACES and installation of AIDEWS or similar systems? Financial Information Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement).
