- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. ***The intention of this announcement is to notify industry of the Governments intent to sole source MECHANICAL BEACH SCREENING REQUIREMENTS ON SELECTed FUTURE SOLICITATIONS WHERE SCREENING FOR MUNITIONS AND EXPLOSIVES OF CONCERN (MEC) AND/OR GEO-TECHNICAL CORE BORINGS CHARACTERISITCS INDICATE THAT INDUSTRY STANDARD SCREENING BASKETS FUNCTIONALITY WOULD BE IN QUESTION FOR OFFSHORE BORROW AREAS*** The US Army Corps of Engineers intends to solicit on a Sole Source basis, under the authority of FAR 6.302-1 (Only one responsible source and no other supply or services will satisfy agency requirement),�the Mechanical Screening of Beach Fill, which consists of brand name components and accessories for the following items: 1.� 3300 Mechanical Screening Extractor: Equipment is self-propelled, track driven and remote control operated. The Extractor 3300 is available from Fluidized Rock Systems located at 3705 Bellevue Ave. Lake Worth Beach, FL, is designed to remove oversized material and foreign debris dredged from offshore borrow areas prior to beach fill placement. The unique technology allows for high volumes of slurry to be screened from offshore. The material then passes through a series of interchangeable vibrating screens removing oversized beach material into a containment box for further MEC screening and removal. Any requested substitutions for the Extractor 3300 must have the following capabilities: Machine should consist of a fluidized aggregate separation system used for the separation of sand, shells, rock, etc. Machine should include the ability to extract ammunition or Munitions and Explosives of Concern (MEC) during dredge pump out operations. Fluidized aggregate separation system shall include at least one 30� intake to accept high volumes of slurry from a dredge with average flow rates of 18 feet per second and have the ability to separate water with suspended sand from large aggregate and shell content. Machine must be self-propelled, easily maneuverable and track driven for dynamic coastal marine environments. Operation by remote control is a plus but not required. Machine must be configured to receive a flow of water, sand, aggregate, shell at up to 25,000 gallons per minute or greater. Machine shall include screen assembly to prevent material larger than the predetermined size from passing through the screen assembly and to allow material smaller than the predetermined size to pass through the screen assembly. The screening rate of up to 2,000 cy per hour must be met. Screening equipment must be able to handle a variety of material sizes to include �� and larger. The mechanical extractor listed above have been specifically selected due to its ability to successfully screen for MEC in addition to removing oversized material from offshore borrow sources where standard rock screening boxes have proven ineffective. Substitution with similar mechanical screeners could present a considerable risk to life and property if MEC material would be displaced on public beaches. The mechanical 3300 extractor has proven to be very successful in accomplishing beach nourishment to ensure compliance with beach sand characteristics and removal of MEC. This notice of intent is not a request for competitive proposals.� However, if any interested party can provide the equipment and capabilities to the work described in paragraph one (1), may submit a statement of capabilities, which if timely received, will be considered by the Government. A determination by the Government not to compete with this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided along with the capability statement and any other information furnished in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the�requirement.
