- N00164-24-S-NB72 - REQUEST FOR INFORMATION (RFI) � HELMET DISPLAY TRACKING SYSTEM (HDTS) KITS FOR THE MH-60 HELICOPTERS� PSC � 5855 � NAICS 334511 Issue Date 23 April 2024 � Closing Date 07 May 2024 The estimated value of this award is $95,000,000. Naval Surface Warfare Center, Crane Division, Crane, IN intends to issue a sole-source contract for the procurement of HDTS production kits with associated major assemblies, support equipment, engineering and logistics services, spares, interim and post deployment support, engineering services, and associated data, to ELBITAMERICA, INC. This procurement is for both domestic end users, and the nation of Australia through the Foreign Military Sales (FMS) program. The Government intends to solicit and negotiate this contract with only one source, ELBITAMERICA, INC. (CAGE CODE: 0WEC9) under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action is being sole sourced because ELBITAMERICA, INC. is the only known source which has the capability to produce the HDTS production kits needed. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the HDTS production kits remains proprietary to ELBITAMERICA, INC., making ELBITAMERICA, INC. the only source for HDTS production kits with associated major assemblies, support equipment, engineering and logistics services, spares, interim and post deployment support, engineering services, and associated data. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this request for information is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or not. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at: https://www.sam.gov. All changes that occur prior to the closing date will be posted to the SAM.gov website. For changes made after the closing date, only those offerors that provide a response will be provided any changes/amendments and considered for future discussions and/or award. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a new contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
