Description
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services (OAS) is preparing to issue a solicitation, as a Request for Task Order Proposal, on behalf of the National Institute for Occupational Safety and Health (NIOSH) for the Promotion of the National Firefighter Registry for Cancer. PROGRAM BACKGROUND: Firefighters have an increased risk of certain types of cancer. The Firefighter Cancer Registry Act of 2018 (42 U.S.C. 280e-5) requires that CDC develop and maintain a voluntary registry of firefighters to improve the nationwide monitoring of cancer rates among firefighters and to make the resulting epidemiological information and analysis publicly available. NIOSH has been given authority to lead this effort and has name this effort the National Firefighter Registry (NFR) for Cancer. The NFR is constructed primarily for the purpose of evaluating cancer rates and risk factors among firefighters, with the inclusion of data to be on a voluntary basis. To develop an accurate picture and draw valid conclusions of cancer rates among the firefighting community, the NFR is designed to collect information on volunteer, paid-on-call, and career firefighters, independent of cancer status or diagnosis. Such information includes basic demographic information, number of years and time period(s) as an active firefighter, number of fire incidents attended, details of any cancer diagnosis if applicable, additional risk factors such as smoking or drug use, and relevant health history. NIOSH is using a secure web portal (https://NFR.cdc.gov) to register firefighters and collect this information. More information about the NFR is available at www.cdc.gov/NFR. The scientific protocol for the NFR is available at www.cdc.gov/NIOSH/BSC/NFRS. The goal is to enroll 100,000 or more firefighters into the NFR over the next four years. The more firefighters who enroll in the NFR, the more NIOSH can learn about their risk of cancer and ways to reduce that risk.� ACQUISITION OBJECTIVE: PLACE OF PERFORMANCE: All work, aside for setting up and staffing of conference booths, will take place at the contractor�s facility. The purpose of this contract is to develop communication products about the NFR for Cancer (e.g., posters, fact sheets, palm cards, videos, and social media graphics and posts) and disseminate these products broadly to firefighters, fire officers, and other leaders throughout the United States. Communication products will need to be developed that target specific groups of firefighters, including women, minorities, and volunteer firefighters who are specifically called out in the Firefighter Cancer Registry Act of 2018, as well as others identified as being under-represented in the NFR. This contract also requires reserving space and setting up and staffing NFR exhibit booths at professional firefighter conferences and meetings to increase knowledge of and participation in the NFR for Cancer. Communication materials will also be provided to fire service SMEs assisting the NFR Program with recruitment and enrollment of firefighters across the country. Also, this contract will require the contractor to staff the NFR Help Desk and assist participants with the enrollment process, including development, testing, and deployment of procedures to enroll participants who are unable to register via the online web portal. At the end of each performance period, the contractor will identify ways to improve upon each task in the Statement of Work and report these in updated plans or reports, according to the scope of work. The overall objective of this contract is to increase participation in the NFR among all firefighters, including those who have been historically under-represented in firefighter cancer research (e.g., women, minorities, and volunteer firefighters). The contractor will be responsible for deploying a comprehensive communications campaign that relies heavily on fire service partners to disseminate information about the NFR for Cancer. The contractor will set up informational booths at widely attended firefighter conferences with the capability of enrolling firefighters into the NFR on site. The contractor will work with existing NFR partners (see https://www.cdc.gov/niosh/firefighters/supporting-organizations.html) and establish new partnerships with fire service organizations to deliver targeted messaging about the NFR and how to enroll. The contractor will help update existing communication products (see https://www.cdc.gov/niosh/firefighters/registry/nfrcomm.html) and develop new communication products, including (but not limited to) videos, fact sheets, tip sheets, posters, palm cards, social media graphics, and email blasts. The contractor will also help develop communications and training materials focused on cancer risk reduction and early detection based on scientific evidence and established guidelines, while promoting the NFR. The contractor will also professionally print and deliver communication products to fire service Subject Matter Experts assisting the NFR Program, as well as NFR partners across the United States, such as State Fire Training Directors. In addition, the contractor will staff and run the NFR Help Desk. Contract staff will be available during normal work hours to answer phone calls and emails and provide technical assistance to participants. Help Desk staff will need to be familiar with the NFR web portal enrollment process, as well as any future follow-on questionnaires. The contractor will also develop and implement a process for enrolling participants who are unable to enroll using the NFR web portal (e.g., paper-based system). CONTEMPLATED ACQUISITION DETAILS: 1. This procurement is anticipated to be solicited as a Request for Task Order Proposal against the U.S. General Services Administration�s (GSA�s) OASIS Unrestricted Pool 1 contract pursuant to Federal Acquisition Regulation 16.505 procedures. 2. The Request for Task Order Proposal is anticipated to be made available via GSA�s Symphony Procurement Suite for OASIS. 3. The applicable NAICS code is 541613, Marketing Consulting Services, which has an SBA small business size standard of $19.0 million in annual revenue. 4. A time-and-materials contract is anticipated. 5. The anticipated Period of Performance for the contract is as follows: Base Period: September 01, 2024 � August 31, 2025 Option Period 1: September 01, 2025 � August 31, 2026 Option Period 2: September 01, 2026 � August 31, 2027 Option Period 3: September 01, 2027 � August 31, 2028 6-month Extension in accordance with FAR 52.217-8, Option to Extend Services: September 01, 2028 � February 28, 2029 6. The tentative date for the Request for Task Order proposal issuance is planned for May 2024. The tentative due date for receipt of Task Order proposals is approximately 30 days from the Request for Task Order proposal issuance date. 7. Interested contractors must have a GSA OASIS Unrestricted Pool 1 contract and have an active registration, including completion of the annual representations and certifications, in the System for Award Management (SAM) at http://sam.gov to be eligible for award.
