- DLA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. �The agency intends to award the addition of new to DLA population of 522 items (492 NSNs and 30 part numbered items- attached) designated to the T408 engine, by General Electric (GE) (CAGEs 99207, 07482) for Sikorsky's new CH-53K airframe, to Long Term Contract (LTC) SPE4AX-21-D-9413 (GE Joint Opportunity Contract- JOC), a subsumable contract in accordance with the general terms and conditions for the GE Engines Captains of Industry (COI) Supplier Capability Contract (SCC), SPE4AX-18-D-9418.� GE is the only known source of supply for the T408 engine platform that possess the requisite knowledge, technical expertise, special skills, technical data rights, facilities, and experience to provide holistic spare parts support. The intent is to award these items on a sole source, long-term contract to GE (99207, 07482), via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS) nor the Government-Wide Point of Entry (GPE) SAM.gov. A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. This synopsis is for a Multiple Year, Firm Fixed Price contract type for the procurement of sole source, NSNs and part-numbered items manufactured by GE CAGEs 99207 and 07482. This acquisition supports the tenets of streamlining by employing a Joint Opportunity whereby DLA consumables and Depot Level Repairables (DLRs) are supported using long term contracting procedures. A single award is anticipated. DLA Aviation currently does not have a competitive data package for any of the items included in this solicitation. This will consist of the addition of approximately 522 items (492 NSNs and 30 part numbered items) which are anticipated to be awarded at time of contract award. A listing of the NSNs and part numbers are attached to this notice. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. Alternate offers must submit a complete technical data package for each NSN or part number for approval in order to be considered for award. The proposed acquisition for this Joint Opportunity requirement is for a Firm Fixed Price contract type. The anticipated term will be in conjunction with the current JOC structure to include a 2 year base period and a five year option period. Responses to this announcement from other than the OEM are required by close of business May 08, 2024 and should identify items of interest and include evidence of ability to supply the items for the contract period as identified. A copy of the letter of interest should be forwarded to the contracting officer identified herein.
