- Notice is a combined solicitation synopsis for bareboat charter leases in Puerto Rico and the US Virgin Islands.� Solicitation involves two vessel types, one which offerors are required to submit a quote and one where a quote submission is optional. The Government reserves the right to issue one, two, or no award(s) by vessel (contract line item) type. The Government reserves the right to amend requirements via amendment which will be posted to SAM.GOV.� Offerors are responsible for monitoring SAM.GOV for updates.
