- This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation; quotes are being requested and written solicitation will not be issued.� The solicitation number is N3319124Q0001. The North American Industry Classification System (NAICS) Code 811310, the business size standard is $12.5 Million and the Product Services Code is 4210 Fire Fighting Equipment. The Government will award a Firm-Fixed-Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible quoter whose submission conform to the solicitation. The Government intends to evaluate quotes and award without discussions with offerors; however, reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation cost. Project Description: The intent of this project is to perform the required testing and certification of the aerial devices on three (3) Pierce ladder trucks assigned to Naval Support Activities located in Naples Italy and Rota Spain.� The exam will inspect for cracks or signs of stress and metal fatigue that could cause collapse of the ladder during use. Please see Attachment 1 - Performance Work Statement (PWS) for detailed description. Please see Attachment 2 - Solicitation Provisions and Clauses. FAR clauses 52.212-1 through 52.212-5 are included in this solicitation. BASIS OF AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price alone PRICE: Quoters SHALL complete and submit the price schedule (Attachment 3) with their Quote and include a price for each line item. Failure to do so will result in the quote being rejected without further consideration. The Contracting Officer will evaluate each Quoters price in accordance with FAR 13.106-3 to determine price reasonableness. Responsibility: As part of the responsibility determination required by FAR 9.104, the quoter shall submit a capability narrative demonstrating their experience and technical skills or ability to obtain them in order to perform the work. The narrative is limited to a maximum of three (3) pages and shall also include points of contact to verify past performance on previous projects. A minimum of two (2) points of contact shall be provided including name, phone number, email and project title/amount/description. Quotes received without this narrative will be considered non-responsive. PERIOD OF PERFORMANCE: All work shall be completed within 90 days of contract award. SUBMISSION INSTRUCTIONS: All interested firms shall submit a Quote in accordance FAR provision 52.212.-1 and shall include the information as stated below. Point of Contact Name, Email Address, and Telephone Number CAGE Code and Unique Entity ID (UEI) number SAM Registration Quote: Quoters SHALL complete and submit the price schedule (Attachment 3) and include a price for each line item. Responsibility: Quoters shall submit a capability narrative demonstrating their experience and technical skills or ability to obtain them in order to perform the work and two (2) points of contact to verify past performance. Quotes received without this narrative will be considered non-responsive. Complete any information required by the FAR clauses and provisions included in Attachment 2. Note: The failure of an Offeror to complete and submit items 1 through 6 will result in the Offeror�s quote being deemed non-responsive and ineligible for further consideration for award. Quotes must be submitted electronically via the Procurement Integrated Enterprise Environment website under the Solicitation Module utilizing the subject Request for Quotation number (N3319124Q0001). See instructions attached for guidance. Quotes must be received no later than the date and time stated in this synopsis. Quotes received after the deadline are Late, and may not be considered for contract award. Please monitor SAM.gov for any amendments to the solicitation. It is the responsibility of the vendor to specifically acknowledge ALL amendments prior to the solicitation close. The preferred method of acknowledging an amendment is to return a signed copy of the amendment (form SF30) first page as a PDF email attachment with your quote. Failure to acknowledge amendments may result in your offer not being considered for award.
