- NOTICE OF INTENT TO SOLE SOUCE THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR BIDS, QUOTES OR PROPOSALS. At this time no solicitation exists. This notification is being posted for information purposes only. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.1O1(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will sole source the North Texas - Dallas Overflow Parking Spaces Services and temporary material/equipment storage to Dallas Independent School District (DISD). The location of the Dallas Independent School District is in Dallas, TX. The VA North Texas Health Care System, Dallas VA Medical Center, located at 4500 S. Lancaster Rd., Dallas TX 75216 requires a total of 550 dedicated overflow parking spaces and temporary material/equipment storage to offset current parking space shortages while construction of the new Long Term Spinal Cord Injury (LTSCI) Project is on-going. Parking and Temporary Material/Equipment storage areas must be adjacent to, or within walking distance from the Dallas VA Medical Center. This requirement does not include providing shuttle services (either Contracted or Government owned). There were no other parking facilities/vacant lots identified near the facility. Accordingly, DISD is the only source capable of providing the Dallas VA Medical Center with vacant land adjacent to or within walking distance to the Dallas VA Medical Center. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. The Government may consider all capability statements received for future requirements. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of respondent and will not be reimbursed by the Government. There is no obligation to acknowledge receipt of the information received or provide feedback to Lindsey Hooge at Lindsey.Hooge@va.gov
