Description
Expansion & Reconfiguration Project at the San Luis I Land Port of Entry (LPOE) Art In Architecture (AIA) Synopsis for Artist Services Procurement Information NAICS Code:� 711510 � Independent Artists, Writers, and Performers Product Service Code:� R499 � Support Professional Other Project Description The U.S. General Services Administration (GSA) is currently in the process of completing the Expansion & Reconfiguration Project at the San Luis I LPOE in Arizona. The San Luis I Land Port of Entry (LPOE) is located on 12.1 acres of and at the intersection of Highway 95 and the International Border with Mexico in San Luis, Arizona. The facility was originally constructed in 1984 as a multimodal commercial and non-commercial port; however, in 2010 the commercial operations were shifted to the new San Luis II LPOE located approximately eight miles to the east. Currently it is the second busiest non-commercial land port of entry in Arizona and operates a total of eight (8) privately owned vehicle (POV) lanes, including four (4) Ready Lanes and one (1) SENTRI lane. More than 3 million POVs and 2.5 million pedestrians are processed annually, and these numbers are expected to continue to steadily rise in the coming years. Given the facility�s age, many of the structures and building systems are nearing or past their operational life and do not comply with the GSA P100 Facilities Standards or the U.S. Custom & Border Protection�s (CBP) Design Guide. The outdated facility can no longer effectively support nor enforce the missions of CBP due to increasing traffic demands and declining structural quality. This project will involve both new construction and renovation of existing facilities to expand and modernize the facility to address these issues. AIA Program The GSA AIA Program commissions American artists (citizens and Lawful Permanent Residents or Permanent Workers of the United States) to create publicly scaled and permanently installed artworks for Federal buildings nationwide.� As a component of the project the GSA is mandated to incorporate the AIA Program and procure the services of highly qualified artist(s) to create artistic design concepts and incorporate artwork within the project. The GSA allocates one-half of one percent (0.5%) of the estimated construction costs of new or modernized Federal facilities for art commissions.� The AIA budget for the San Luis I LPOE project is estimated to be approximately $1.3M.� One or more artists will be awarded a fixed-price contract for a commission. Artists who wish to be considered for this GSA art commission must submit application materials to the GSA by the SAM Contract Opportunity�s Response Date indicated herein.� Artists may also elect to be considered for all future GSA art commissions by submitting application materials to GSA�s National Artist Registry (Registry).� Instructions on how to submit application materials and join the Registry are available on the following Web site: www.gsa.gov/artinarchitecture All artists who wish to be considered as candidates for a commission at the San Luis I LPOE project in San Luis, Arizona, must have their application materials submitted and received by the GSA by no later than 5:00 PM Eastern Time on June 3, 2024.� Artists� submissions received after the deadline will not be considered for this project but will be eligible for consideration on future GSA commissions alongside the other artists on the Registry.� Artists already on the Registry need not resubmit, but may elect to update their information prior to the deadline. Once the synopsis has closed the GSA AIA Panel will meet to review the portfolios of artists from the registry or other sources (e.g., nominated directly by a panelist or respondents to a request for information). The panelists may consider, but is not limited to the media, materials, content, and style of the artist�s work and may recommend a small group of artists for the GSA to issue the Solicitation. The Solicitation will include the Statement of Work which will require at a minimum collaboration with the project�s lead designer; development of preliminary and final concepts; possible fabrication of the artwork; participation in meetings and conservation reviews as necessary; and the installation of the artwork at the project site.� It will also identify the GSA�s evaluation criteria which is described below: Experience - the scale, range, and complexity, including the media, materials, content, style, budget, and market value of the artist�s work; Past Performance - previous work on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; Capacity - the ability to accomplish the work in the required time; Overall Approach - brief written statement of an overall approach to the project; and Total Evaluated Price - for the design, development, fabrication and installation of the artwork. Note that the combined weight of the technical evaluation factors will be significantly more important than price. The GSA will prioritize commissioning artworks in accordance with 41 FMR 102-77.21.
