Description

The U.S. Department of Energy (DOE) intends to award a 3-year non-competitive contract to the MITRE Corporation for development support of its cybersecurity program. MITRE operates the Department of Homeland Security�s federally funded research and development center (FFRDC), Homeland Security Systems Engineering and Development Institute. This action is being taken in accordance with FAR 6.302-3, which allows agencies to use non-competitive procedures �to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.� The DOE requires support through the special relationship from MITRE, operating as a FFRDC, that is free from organizational conflicts of interest and provides full disclosure of its affairs. This notice of intent is not a request for competitive quotes or proposals.
