**Amendment 1: Post Q&A (attached as PDF ""Amendment 1 - Q and A""** The Specifications for the Fish River and Weeks Bay Marsh Restoration project are provided in the following four (4) attachments: B.1 General Conditions B.2 Technical Provisions B.3 Environmental Protection Provisions B.4 Drawings General Information:�The Government intends to award a single Firm-Fixed-Price contract from this solicitation. This procurement is 100% set-aside for HUBZone small business concerns in accordance with FAR 19.1305. In accordance with the Gulf Coast Ecosystem Restoration Council-Interagency Agreement, which will govern�performance under the resultant contract, to be eligible for award, the bidder must be a firm residing, headquartered or principally engaged as a business in the State of Alabama, or a Gulf Coast state.�Gulf Coast State means any of the States of Alabama, Florida, Louisiana, Mississippi, and Texas. In accordance with FAR 36.204:�the estimated price is between $1.1M to 2M.� Instructions to Bidders:�To be eligible for award, bidders must submit the following: 1. Completed Attachment A- Bid Schedule. 2. Verification that the firm will perform services representing at least twenty percent (20%) of the total labor costs under the contract with its own employees. 3. Verification that the bidder is a firm residing, headquartered or principally engaged as a business in the State of Alabama, or a Gulf Coast state. 4. List of proposed equipment that will be used on the project. The awardee will be required to perform with the same or technically equivalent equipment post-award. 5. Completed Bond Forms: Attachment D SF24-23a Bid Bond Form, Attachment E -�SF25-23a Performance Bond Form, and�attachment F,�SF25A-23a Payment Bond Form. 6. Completed solicitation Section XI. Failure to complete and return all required submissions from this solicitation could render the bid non-responsive. The Contracting Officer and Contract Specialist will begin downloading bids one hour before the scheduled bid opening time. Bids are due by 10:00 AM Eastern on Tuesday, 14 May 2024, with the Bid Opening currently scheduled for Tuesday, 14 May 2024 at 11:00 AM Eastern. Any interested parties may�visit�the�site�prior to the bid opening as�they�can access the�site�via highway 98 and/or the Fish river; for additional information, reference the map provided in drawing G-001 Cover Sheet of Attachment B.4 - Drawings.�A NOAA/NMFS escort will not be provided and the Government is not liable for any contractor activity at the site. Other Information:�SALES TAX EXEMPTIONS: Bidders are reminded that certain states may exempt material purchased for, or use in, Government construction projects from the application of sales tax or use tax. The bidder is solely responsible for determining the applicability of and procedures for obtaining of such tax�exemptions that may be available to the bidder for this project.
